The duties and responsibilities of the Monitoring and Evaluation Officer include:

Development and Implementation:

Create a detailed implementation plan, a framework and procedures for the monitoring and evaluation of project activities.
Provide overall management for the design and implementation of a project’s M&E system, working closely with other staff, consultants and provide progress updates to the Project Manager, Program Director, donors and partners.
In charge of defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
Serve as the primary point person for all monitoring and evaluation related work.
Develop and refine various data collection instruments (both quantitative and qualitative), and maintain a results database, as well as data collection procedures (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals, data collection templates…)
Support all M&E initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
Suggest ways to facilitate data collection and the flow of data within Program field teams.
Support the operations field team in their role to collect and enter data from participants through registration database and surveys.
Train staff on the accurate use of the monitoring systems, providing ongoing coaching/support through regular site monitoring visits, and ensure quality control and problem solving as needed. 

Reporting, Proposal Writing and Communications:

Develop the donors reports and ensure high quality reports are submitted on time for the project.
Support project staff on ways to properly document, organize and capture program progress with close coordination with the communications team.
Propose strategies to increase data use and demand amongst Program staff.
Lead the establishment of concept notes, proposals, log frames, M&E work plans, and targets during the drafting of project proposals as well as throughout project implementation.
Contribute to the development of program and operational reporting templates that facilitate the acquisition and aggregation of information in programs in order to meet identified information needs.

Qualifications, Knowledge and Experience

Bachelor Degree in project management, statistics, gender studies, or another relevant subject.

3+ years of experience working in MEAL in humanitarian NGO.

Knowledge/experience of M&E.

Essentials:

Monitoring implementation according to targets and the work plan.

Contributing to narrative reports, by reporting on outputs and outcomes and providing analysis of challenges and lessons learnt.

Conducting monitoring/observation sessions.

Developing MEAL plans - selecting and developing appropriate tools ( Example, to measure vulnerability indicators and outcomes, collect success stories and records beneficiary feedback.

Improving on existing MEAL systems and procedures.

Finding creative ways to increase accountability and beneficiary involvement.

Processing or responding to beneficiary feedback and complaints ( non-sensitive).

Imlementing needs assessement and needs monitoring.

Responsibilities within the Internal Control System:

Ana Aqra Association's Internal Control Systems (ICS) encompass a set of rules, policies, and procedures that the organization implements to provide reasonable assurance that:

Its financial reports are reliable,
Its operations are effective and efficient.
Its activities comply with applicable laws and regulations.

The organization's board of directors, management, and other personnel are responsible for the internal control system. Thus, a monitor/ coach is responsible for the ICS and non-compliance will result in direct dismissal.

All documents are confidential and should not be shared with any person without the consent of the Program Director.

Further Conditions

The M&E Officer is not allowed to work for another institution, NGOs or any other agency while hired by Ana Aqra Association. A one-month notice of leave or termination of his/her job should be granted, regardless who requesting discontinuation of the employment is.
