Call for Consultancy Proposal: Compensation/Salary Scale - Market Study

I. Introduction

ANERA (American Near East Refugee Aid) is a leading development organization improving the lives of Palestinian refugees and poor families in Gaza, the West Bank and Lebanon. ANERA reaches the region’s most vulnerable people through health, education and economic development programs and provides humanitarian and emergency relief in times of crisis.

II. Purpose of the Study

 As part of their strategy to attract and retain talent, ANERA has identified the need to understand whether their compensation program is competitive in Lebanon, therefore a call for consultancy proposal was made.    

III. The Consultant is expected to implement a market study to reach the following outcomes:

• Understanding of organization and key job/role issues
• Detailed project plan, including key communication points
•  Defined process for collecting job/role information
• Identification of market pay source for each job (to be used for current benchmarking and for future benchmarking to keep salaries up-to-date)
•  Assessment of current pay versus the market by position
• Internal data and external market data sets for conducting market pay level benchmarking
• Positions appropriately classified according to FLSA
• Framework for determining internal/external equity adjustments
• Basis for making decisions about implementation and communication

* The study and outcomes should be in line with the Lebanese Labor Law and other relevant laws, and within the scope of the industry.     

IV. Recommended Scope of Work:

The Consultant should provide ANERA with the following:

• Profile of the company along with the profile of the person in charge of the study
• Detailed steps and approach for the study
• Advise the time frame needed for completion
• Cost and Payment terms
