Context

 

The Middle East is currently experiencing a profound crisis. The conflicts in Syria and Iraq are both a reflection and a transmitter of this crisis, with growing potential to further destabilise neighbouring countries and the wider region. These crises have resulted in a humanitarian disaster affecting more than 13.5 million people who were forced to flee their homes from Syria, and more than 17 million people in need of humanitarian aid (12.2 in Syria and 5.2 in Iraq).

Lebanon is now home to the largest number of Syrian refugees per capita relative to its total population, putting a severe strain on the country’s fragile infrastructures, economy, and security. The population of Lebanon was estimated at about 4.8 million (including almost half a million Palestinian refugee in 2013. Even though Lebanon has not signed the 1951 Refugee Convention, up to date it has taken in about a fourth of its own population. According to UNHCR, in September 2016 about 1,017,433 persons from Syria were registered as refugees in Lebanon. In the Lebanon Crisis Response Plan 2017- 2020 (2018 update) (LCRP), the total number of people living in Lebanon is estimated at 5.9 million, with 3.3 million people in need. Among the Syrian refugee population in Lebanon, which today comprises over 1.5 million people.

 

Background information on Qudra Specific Objective 3

’Qudra – Resilience for Syrian refugees, IDPs and host communities in response to the Syrian and Iraqi crises’ is a regional action financed by the EU Regional Trust Fund in Response to the Syrian Crisis, the  Madad‘ Fund and the German Federal Ministry for Economic Cooperation and Development (BMZ), seeking to strengthen the resilience of Syrian refugees, IDPs and host communities in response to the Syrian and Iraqi crises.  The programme launched in June 2016, is being jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France (EF) and Spanish Agency for International Development (AECID) in programme partner countries of Jordan, Lebanon, Turkey and North Iraq.

 

In Lebanon, MoSA and Expertise France ensure the consistency and the implementation of the Specific Objective 3 of Qudra. The project seeks to improve social stability between communities in Lebanon through a comprehensive and local approach of protection for children and adults. To do so, activities will revolve around four pillars: (i) support to the Ministry of Social Affairs (MoSA), (ii) focus on child protection activities, (iii) protection activities and (iv) dissemination of information. Expertise France will work within the framework of the National Plan of MoSA for CP and GBV

The programme will be implemented in SDCs of MoSA. Expertise France and MoSA had selected 4 local NGOS: Abaad, Afel, Akkarouna and Mouvement Social as implementing partners to implement activities related to child protection and protection. These NGOs will hire the necessary staff and implement the activities following a precise programme.

 

Description of the Tasks under the guidance of SDCS director

Through SDC and Mobile Units when existing/needed

Team management

Guarantee excellent communication channels with all staff of the SDC in which the project is implemented

Guarantee excellent communication channels with all referent staff from Expertise France

Guarantee that all codes of ethics are met through Senior team members towards their teams, and directly by the Assistant and the Outreach worker

Guarantee that all ToRs are integrated, and ensure that all relevant tasks are being applied through Senior team members, and directly by the Assistant and the Outreach worker

Guarantee that all team members are provided with self-care and staff-care techniques through Senior team members towards their teams, and directly by the Assistant and the Outreach worker

Ensure that all relevant data entered by the Assistant is accurate and reported on time

Ensure that all activities related to the Outreach Work are properly monitored and followed by the Protection Manager

Ensure that all targets related to Case Management, Outreach work, and PSS activities are met and finalize the submission of monthly reports

Identify trends and gaps on monthly and quarterly basis in close collaboration with Senior team members

Guarantee that all new procedures and/or amendments related to logistics and/or interventions, are taken into consideration and that all team members are informed and/or trained

Ensure reports transfer to

Contribute to the update of Service Directory and Referral Charts through Expertise France, Partners, Personal contacts, Senior Team members and the Outreach worker       

Ensure SMART objectives for all Senior team members in relevance to their ToRs

Apply the pair work system when  applicable

 

In-house meetings

Organize and conduct 1 weekly meeting for Senior Team members with clear objectives and MoM

Organize and conduct 1 weekly meeting with SDC relevant staff to tackle organizational aspects of work and provide clear MoM afterwards

Organize and conduct 1 weekly meeting for the Outreach worker with clear objectives and MoM

Organize and conduct 1 weekly meeting for the Assistant with clear objectives and MoM

Organize and conduct 1monthly meeting for all staff with clear objectives and MoM

External meetings and Capacity Building

Take an active role in all relevant Working Group, in close collaboration with Senior team members, and ensure the dissemination of relevant MoM

Guarantee new, active and efficient partnerships with local and international NGO’s, as well as local institutions in order to ensure a high level of visibility for all designated programs, activities and services

Participate in all capacity-building trainings relevant to the Protection Manager ToRs and ensure that proper feedback is provided internally and externally

 

Requested Profile

 

Excellent knowledge of Lebanese Institutions and policies, especially of the Ministry of Social Affairs, the Ministry of Justice, and the Ministry of Education and Higher Education

Good knowledge of CP and GBV National SOP’s and CP and GBV Minimum Standards

Good knowledge on PSS principles, activities and existing curriculums

Excellent knowledge in Outreach Work and Community Development

Excellent skills in team management, time management and organizational competencies

Excellent knowledge of the Lebanese context and of the relationship between host and refugee communities

Previous experience in SDC or MoSA is a plus

Excellent knowledge of national and international NGO’s, as well as CP and GBV working groups, task forces and other relevant committees

Excellent knowledge of all Microsoft Office tools, as well as data management and M&E tools

Good knowledge of international donors

Good writing skills
