The Middle East Regional Office, based in Beirut, covers activities in Lebanon, Jordan, the Palestinian Territories, Iraq, Syria and Yemen.

The establishment of regional offices complies with AFD's will to offer adapted solutions that are designed at the regional level and to strengthen its network in order to:

1. Lead and develop a regional strategic dialogue;

2. Deconcentrate decisions closer to the field in order to provide a better responsiveness to our country offices and local partners;

3. Strengthen inter-offices work and set up networks of skills at the regional level;

4. Offer transversal support services to the 3 country offices attached to regional office.

In this context, the Regional Office is recruiting a Regional Portfolio Monitoring Manager, under the responsibility of the Regional Director for the Middle East and the Paris-based Portfolio Management Department (GPS in French, for Département de Gestion du Portefeuille et des Appuis Spécialisés). GPS is composed of services in charge of portfolio management, quality monitoring, KYC due diligence, management of delegated funds, particularly from the European Union, and payments.

The Middle East Regional Portfolio Monitoring Manager will work closely to the GPS department, and will be in particular in charge of (i) monitoring risks and covenants related to the regional portfolio of operations (financial risks, regulatory requirements - particularly concerning the fight against corruption and money laundering, environmental and social risks and other covenants) and (ii) improving the monitoring process of AFD projects’ implementation in the Middle East (disbursement rate of operations, portfolio execution flow, etc.).

The scope of this mission covers all the sovereign and non-sovereign projects of the countries covered by the Regional Office, which currently represents approximately €1.9 billion portfolio distributed in about 110 operations in execution.

In close coordination with the country offices (that are in direct contact with the local partners) and GPS services based in Paris, the Regional Portfolio Monitoring Manager will therefore have the following main tasks:

  • To carry out financial analyzes to monitor the credit risk related to AFD's operations in the region (updating our partners’ credit rating);
  • To monitor the specific financial covenants entered into by counterparties (risk monitoring ratios, securities’ monitoring, etc.), and to implement reinforced monitoring measures when anomalies occur (outstanding payment, credit deterioration, follow-up of the watchlist, etc.);
  • To monitor the non-financial covenants (environmental and social measures in particular);
  • To support, when appropriate, our country teams in case of renegotiations and operations restructuring;
  • To monitor risks related to the implementation of EU delegated funds (key dates, reporting ...);
  • To support our country offices in the implementation of measures for fight against corruption, money laundering and financing of terrorism;
  • To monitor the financings’ disbursement process (dashboards);
  • To follow-up the projects’ quality (in connection with the quality rating process) and requirements in terms of accountability;
  • To monitor the execution flow of the portfolio (in relation to payments: follow-up of deadlines, etc.);
  • To prepare the various decisions that have to see with the projects execution (deadlines prorogation, amendments, etc.);
  • To accompany the professionalization process of our country offices on portfolio risk management methods through information exchange, missions and regional training;
  • To prepare the portfolio reviews (by country, by sector, by clusters of projects, ...);
  • To animate and capitalize knowledge on regional portfolio management issues and methods.

In coordination with the Deputy to the Regional Director, he/she will also participate in the consolidation of the regional business plan, as well as in the prospective operations programming effort.

EXPECTED EXPERIENCE:

Financial background and experience in financial analysis, structuring (and restructuring) of financial operations, credit risk analysis on a portfolio ...

Ideally, you have worked in a similar position in the middle office of a financial institution (bank, investment fund, ...) and therefore know the expectations and procedures for the regulatory follow-up of financial operations (permanent files, due diligence on corruption, monitoring of financial and non-financial covenants, etc.).

Experience on banking techniques and project or corporate finance structuring, for financial institutions or public counterparties.

It would be highly appreciated if you were at ease with legal issues related to sovereign and non-sovereign lending activities in the region.

Knowledge of countries in the Middle East region and their respective financial environment would also be highly appreciated.

Your technicality allows you to assert your legitimacy and credibility with your interlocutors.

PERSONAL QUALITIES:

This is a new position, which will contribute to the set-up of the Regional Office especially on the portfolio monitoring and associated risks. This post therefore requires:

  • A great autonomy, a strong capacity of work, agility and responsiveness,
  • Pedagogical qualities, excellent interpersonal skills, ability to address and board various audiences both internally and externally (contacts with counterparties, animation of teams from different offices, relations with Paris headquarters, etc.),
  • A certain ability to lead teams, to transmit knowledge and to be able to report,
  • A good capacity to mobilize and convince, to negotiate in a complex environment and in sometimes difficult contexts (debt restructuring for example),
  • Fluency in French and English is required, both orally and in writing; Speaking Near-East dialectal Arabic would be appreciated,
  • Good knowledge of the international development ecosystem and its financing mechanisms,
  • Rigor, sense of organization, anticipation, reactivity, sense of service.

LOCATION AND MISSIONS:

Location in Beirut within the Middle East Regional Office.

A 2-3 weeks training session at AFD headquarters in Paris in the autumn of 2019 will be scheduled when the Regional Portfolio Monitoring Manager takes office.

Frequent trips to carry out support missions to offices in the Middle East. These missions can take place in areas that pose a certain security risk; the corresponding missions are submitted to strict safety rules.
