POSTION GENERAL OBJECTIVE

The Emergency Response Coordinator is accountable and works under the line management of the Multi-sector Response Manager (MSRM), will be seconded to the Consortium Management Unit office in NRC Beirut, and follows its logistics, administrative and financial procedures. The ACF Deputy Country director will administratively manage the ER Coordinator.

 

POSITON SPECIFIC OBJECTIVES AND TASKS.

Objective 1: Coordination of emergency responses

Tasks:

·        Ensure all responses to emergencies conducted by LPC members are of an acceptable quality in terms of effectiveness, efficiency and timeliness

·        Report to the MSRM in a proper and timely manner on all relevant matters as per the JD.

·        Ensure attendance of LPC members in emergency response related coordination fora, accompanying them if needed

·        Ensure strong internal coordination between and among ER delivery teams if and when they are working in the same area, and ensure that there is complementarity and mutual assistance being provided between the agencies on an as-needed basis

·        Facilitate the ER TRG

·        Closely monitor any issues that are causing emergency response delays, including but not limited to procurement or logistics issues

·        In collaboration with the MSRM bring exceptional response requests to the RAC for approval

·        Ensure systems, Terms of Reference, Standard Operating Procedures, tools and procedures are in place for emergencies and addressing AUNs.

 

Objective 2: Analysis of the humanitarian context

 

Tasks:           

·        In collaboration with the MSRM, collect and share with CMU and LPC members information pertaining to humanitarian need with a focus on gaps and where LPC can operate as an additional safety net

·        Related to the above, attend pertinent coordination fora that other LPC members are not attending (see point 3 above) in order to collect additional information on the emergency response

·        Together with LPC members' area managers (in the field), focal points (by NGO) and MSRM (comprehensively), analyze humanitarian information in order to identify weaknesses, gaps, constraints and other issues pertaining to humanitarian response in Lebanon

·        Ensure the production of quarterly analytical reports on the emergency context in Lebanon and how LPC responds

·        On an ad hoc basis, when asked, produce weekly sitreps on large responses that document LPC's response and an analysis of the emergency response done by the wider humanitarian community

·        Ensure that data is accurately generated by LPC members, such as systematically and correctly inputting data into the INA, incident report form, referrals trackers and other data collection tools

 

Objective 3: Preparedness:

 

Tasks:

·        Working closely with the MSRM, Meal Manager and information management coordinator, prioritise from a multi-hazard perspective ITSs that are prone to hazards and vulnerable to them, and ensure that this list is ground-truthed / verified by LPC field staff

·        Outside of emergency response peak seasons, ensure the Emergency early detection and alert system is rolled out across all shock prone ITSs as identified by the IPSI

·        Working closely with EWS focal points and groups, local emergency responders, municipality staff and LPC field staff, encourage seasonal planning exercises in order to implement timely preparedness measures

·        Ensure the implementation of persuasion activities that encourage all humanitarian actors to conduct timely site improvements based on vulnerability profiling, multi-hazard assessments and coordination with other actors

·        Ensure all LPC field staff are collecting information for the eviction preparedness database

 

Objective 4: Security  

Tasks:

·        Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

·        Communicate to the security managers of the working location any security related information or noncompliance with the security plan

 

KNOWLEDGE AND EXPERIENCE REQUIRED:

Training:  Master’s degree in human rights, Social Sciences, Law or International Relations, humanitarian diplomacy

Technical specific knowledge:    

•             Programmatic experience in Emergency Response and protection.

•             Knowledge or experience of working in consortia or similar.

•             Experience in representation/external coordination

•             Experience working with ECHO funding mechanism.

•             Experience working in multi-sector programmes.

•             Experience in advocacy is a plus

•             Must have good drafting and verbal communications skills.

Previous experience (years): Minimum 7 years’ experience working in a humanitarian/protracted crisis Acquainted with the Middle East context, knowledge of the context in Lebanon is an advantage.

Humanitarian sector knowledge: Acquainted with the Middle East context, knowledge of the context in Lebanon is compulsory

Languages:  Fluent in English both written and verbal

Fluent in Arabic both written and verbal

IT systems: Strong computer skills in Office environment and data management

Mobility (national/ international): Based in Beirut with frequent travels to the bases

Commitment to Gender Equality: Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

 

REMUNERATION PACKAGE:

The salary will be offered based on Action Against Hunger salary scale and depending on the years of experience.
