1.Background

ACTED is an NGO registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. Since 2013, ACTED has been implementing household and community-level programming in Beirut and Mount Lebanon supporting public service delivery and social cohesion.

 

2.Functions

The Project officer will be fully responsible of the management and implementation of ACTED’s community development program within one neighborhood in the greater Beirut area. This will include: community mobilization, assessment and project design, beneficiary selection, oversight of technical works, reporting on daily implementation, and coordinating with relevant stakeholders.

 

Specific activities include:

 

2.1 Assessment of target communities

Conducting needs assessment in target areas in collaboration with local authorities

Analyzing assessment results and developing recommended projects and scope of work

 

2.2 Selection of community representatives and community initiatives

Conducting focus group discussions and interviews with local authorities and institutions;

Training of community representatives on key topics (conflict resolution, vulnerability and referral, protection etc).

Needs assessment and project development for community improvement project

Liaising with technical team for project specifications

Coordination with other local organizations, institutions, and authorities for organization of community events

 

2.3 Upgrading household living conditions

Assessing vulnerability of households living in the neighbourhood

Liaising with the technical team for completion of electrical/civil/plumbing upgrades

Monitoring living conditions and critical issues related to protection and vulnerability

 

2.4 Compliance with ACTED FLAT procedures  

Producing regular reports for the program manager

Liaising with other departments to ensure adherence to ACTED finance, logistics, and audit procedures for all project procurements and activities

Supporting the AME department in conducting monitoring and evaluation activities;

Internal coordination (meetings, regular communication) within ACTED and amongst consortium partners

 

2.5 Accountability to Communities and Beneficiaries

The Community Development Project officer is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED staff member.

 

3.Knowledge, skills

Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context

Excellent interpersonal skills and external relations;

Excellent organizational skills and attention to detail

Strong written expression and basic computer skills

Independent, adaptable, flexible and hard working

Strong humanitarian motivation and understanding of international assistance

Advance understanding of the socio-political context in areas of intervention

4.Qualifications and Experience

Bachelor Degree with experience in social work, project management or other field related to economic development;

Proven experience in dealing with local stakeholders;

Prior experience using basic computer software required, notably in word and excel;

Prior experience in implementing humanitarian programs; 

Previous experience working with a variety of stakeholders in humanitarian or development aid
