MoSA is seeking the services of  Social Workers that will be recruited by ABAAD and selected based on a joint process between MoSA and ABAAD.

This Position will be contracted by ABAAD and deployed by MOSA Social Development Centers.

Objectives

Provide child protection case management services and community-based preventive activities in social development centers, and contribute to the implementation of the Ministry of Social Affairs (MOSA) Strategic plan for child protection and gender-based violence

Background

In the context of its regulatory/governing role in the area of juvenile/child protection, MOSA seeks to strengthen the child protection system at the national and local decentralized levels. MoSA is aiming at strengthening the child protection case management system and improving coordination among all the actors involved in this area, including MOSA’s staff and teams, social development centers, international and local NGOs contracted and not contracted by MOSA for this purpose.

 

Under the direct supervision of the Department of Social Services and MOSA’s General Directorate, the Juvenile Protection Division, with the support of UNICEF, is responsible for the institutionalization of the child protection system and for the provision of the necessary supervision and optimal coordination among all partners to standardize the use of the Standard Operating Procedures for Juvenile Protection in Lebanon (SOPs) and the related standardised tools and forms. In addition, it is responsible for establishing the internal referral system in MOSA, as well as automating the case documentation using the child protection information management system (CPIMS).

Scope of work

the services of 25 social workers from the 8 Lebanese Governorate will be delivered  in social development centers with close collaboration of  MoSA Juvenile Protection Division for the provision of case management . The social workers contribute to the management of the cases handled by the Ministry and conduct community-based preventive activities related to child protection and protection from gender-based violence. The social workers are also expected to provide the technical support necessary to develop case management practices and contribute to quality implementation of services. In addition, they will ensure follow-up within the limits of their competence/ the terms of reference, according to the requests of the immediate supervisor and the instructions of the Head of the SDCs and Head of the Juvenile protection division.

Deliverables and Schedules

Case management:

  • Contribute to child protection case management and social follow up with families in the social development centres, in addition to the early identification of cases of children exposed to violence, neglect, exploitation and abuse.
  • Refer children whose cases require specific and specialized follow-up to the stakeholders according to their availability.
  • Contribute to supporting the implementation of the SOPs and case management services.
  • Follow up on child protection cases handled by MOSA in the context of the non-judicial pathway using the case management adopted tools.
  • Document cases on papers using the standardised tools and using the child protection information management system.
  • Prepare case management monthly technical reports.
  • Any other task requested by MoSA

 

 

Implementation of community-based preventive activities related to child protection and protection from gender-based violence under the guidance of the head of the SDC

  • Contribute to the development of a plan of activities for children, which addresses the psychological and social needs of children and ensure their participation and their parents’ engagement in this plan.
  • Contribute to the organization of awareness and sensitization sessions on specific social and protection topics determined in accordance with identified needs.
  • Contribute to the organization of community-based prevention activities related to child protection with children and caregivers.
  • Provide referral and orientation services and provide service seekers with various information on the availability of resources in the region.
  • Share information with the team when developing the action plan with the partners and achieve the set objectives.
  • Contribute to the implementation of additional tasks carried out by the social development centres.

  • Complete and submit the monthly report.

 

Coordination:

  • Attend the meetings of the relevant committees and coordination meetings with MOSA’s units and the concerned external bodies, upon the request of the Head of the  SDC Division
  • Coordinate with other SDC social workers on referrals.
  • Assist in responding to emergency situations
  • Coordinate with the Child Protection Division  for case management

Reporting Requirements

  •  Submit general monthly reports s to MoSA s DG through administrative channel (hierarchy )
  •  Submit technical each 3 months to MoSA DG
  • Submit technical reports related to case management only to  The Juvenile Protection Division through the regional focal points/coordinators for child protection case management.

 

Profile

Requirements

Educational level:

Bachelor or master’s degree in Social Work, Education, or a branch of Psychology

 

Qualifications and experience:

  • At least 3 years of experience in child protection and family mediation.
  • Experience in case management.
  • Adequate knowledge of the child’s right convention, Law No. 422/2002 (Protection of Juveniles in Conflict with the Law and/or at Risk) and the SOPs in Lebanon.
  • Willingness to work outside office hours in emergency situations when the need arises.
  • Experience in Lebanese NGOs work and their contractual relationship with MOSA.

  • Communication and coordination skills.
  • Respect for ethnic and cultural differences and the ability to deal with various social groups.
  • Ability to work under pressure and in emergency situations.
  • Experience in planning and organizing group activities.
  • Experience in dealing with difficult situations and the psychological stress resulting from them.
  • Compliance with MOSA’s regulations and maintaining confidentiality of information.
  • Willingness to work outside office hours when the need arises.

 

Languages:

Excellent command of the Arabic and good command of the English languages in reading, speaking and writing.
