MoSA is seeking the services of Case management Monitoring and Evaluation Officer that will be recruited by ABAAD and selected based on a joint process between MoSA and ABAAD.

This Position will be contracted by ABAAD and deployed by MOSA central office.

Objectives

  • Responsible for monitoring and evaluation of child protection case management programmes at MoSA.
  • Responsible for child protection trends analysis and child protection case management analysis related to CPIMS.

Background

Under the direct supervision of the MOSA’s General Director in collaboration with the concerned units is responsible for the institutionalization of the child protection case management system and for the provision of the necessary supervision and optimal coordination among all partners to standardize the use of the Standard Operating Procedures for Juvenile Protection in Lebanon (SOPs) and the related standardised tools and forms.

As part of the case management strengthening system in Lebanon, the Ministry of Social Affairs (MoSA) with the support of UNICEF is in the process of contextualizing the global PRIMERO CPIMS+[1] software for use by child protection practitioners in Lebanon. The CPIMS+ will play a crucial role in documentation and tracking of child protection cases as well as providing the vital statistics and data needed for policy formulation and situation monitoring. CPIMS+ is a tool intended for frontline social workers who work directly with children as well as supervisors who provide overall guidance and supervision on daily basis.

Scope of work

The Monitoring and Evaluation Officer is contributing to the accomplishment of the stated key end-results by providing professional expertise and assistance in information/data collection, statistics and data analysis, monitoring & evaluation (M&E) and preparation of reports. S/He completes situation monitoring and assessment. He/She has also a key role in capacity building of staff on monitoring and evaluation processes and tools.

Deliverables and Schedules

Situation Monitoring and Assessment:

  • Make professional contributions to and provide technical assistance for the planning and establishing situation monitoring and trend analyses on child protection.
  • Participate in thematic/strategic assessment to improve development & organizational effectiveness.
  • Support in monthly data collection based on developed indicators, processes and tools.
  • Support management of available baseline information on national statistics and key indicators through established databases (softcopies) for easy access and use by MoSA team.
  • Coordinate with the Central level (concerned units) and regional level (case management focal points and case managers) and provide them with up-to-date information in, Reviews, Reports or other progress reports. 

Programme performance monitoring :

  • Provide technical support to ensure that monitoring system is in place and that key annual programme indicators are tracked and analysed, including those related to partnerships initiative, and provided regularly to the Local Management /Steering Committee Team to guide programme and management decisions.
  • Carry out data collection and analysis from field visits, standardizing them across programmes and departments, to feed into to programme performance monitoring.  
  • Keep tracking of follow-up action based on management decisions resulting from the Ministry performance monitoring and evaluation.
  • Ensure a consolidated data and analysis. Compile monitoring and evaluation information/data and make them available to programme/planning sections.
  • Contribute to the preparation of management reports (e.g., relevant sections of the annual reports), drawing on monitoring and analysis of key management indicators.
  • Review and provide technical comments on draft evaluation reports.
  • Contribute to the effective dissemination and sharing of knowledge, findings, conclusions, recommendations and lessons from evaluation to the intended audience as described in the Terms of Reference with a view to improving programme performance and contributing to wider learning.  
  • Provide assistance in tracking to ensure that a management response to the findings and recommendations of the evaluation is completed, recorded, and followed up for implementation.
  • Drafting quarterly presentations to all stakeholders on period performance and implementation status versus the strategy in coordination with the Technical Advisor to ensure homogeneous M&E practices and reporting. This includes preparing quarterly UNICEF reports.
  • Support the CPIMS administrator in relevant tasks.

M&E Capacity Building:

  • Support in the capacity building of staff capacity on M&E framework, processes and tools.
  • Support the MoSA to train its social worker on the CPIMS and the use of the monitoring and reporting tools.
  • Ensure MoSA staffs have the basic knowledge and skills to fulfill their monitoring and evaluation responsibilities, and training is planned and carried out to fill identified gaps.

Reporting Requirements

The expert is expected to submit a monthly report including:

  • Monthly plan;
  • Completed activities / achievements;
  • Challenges;
  • Way forward;
  • Evaluation form for each of the coached staff improved performance;
  • Evaluation of the training day.
  • Attendance sheet signed by their supervisor.
  • Insights report for the monthly steering committee

the expert is expected to submit a final report including the overall achievement, challenges and recommendations and an overall evaluation of each coached staff improved performance and evaluation of all the conducted trainings.

The expert will report to the head of the Juvenile Protection Department of the Ministry of Social Affairs. The head of the division will provide the expert with technical guidance to ensure quality of service delivery. Thus, the monthly plans and reports are supposed to be shared with the head of the division for technical endorsement.

Profile

Requirements

Education:

 University Degree in social work, information management/technology, social science or equivalent. Candidates with a combination of social work and information management qualifications will have an added advantage and therefore encouraged to apply.

Requirements:

  • At least 3 years of experience in social welfare sector focusing on data management, statistics, knowledge management or software development.  Prior experience in use of the CPIMS will be an added advantage.
  • Excellent writing and communication skills is a key requirement since regular briefs and reports will be sent to child protection agencies and partners on regular basis.
  • Excellent analytical skills and organization skills: the ability to work independently and productively in a fast-paced environment and the ability to manage a multi-facetted workload.

 

Technical knowledge:

    • Knowledge of Project and Activity Evaluation.
    • Professional technical knowledge/expertise in Data Collection, Evaluation Design, Evaluation Process Management, Follow-up on Recommendations and Dissemination of M&E results, Activity Monitoring & Evaluation and Data Analysis.
    • Methodology of M&E, theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
    • Knowledge/expertise of best practices, lessons learned and communication.
    • Previous knowledge of child protection and gender-based violence programmes is desired.
    • Understanding of UNICEF’s and MoSA’s policies and procedures for programming, monitoring and evaluation guidelines and of latest programme monitoring and evaluation theory, methodology, technology and tools.

Languages:

Mastering Arabic and English reading, writing and speaking.
