About the project

ABAAD, through this project, intends to strengthen national systems capacities to enhance protection and mitigation of gender-based violence (GBV) against women and girls in Lebanon among Syrian refugees and vulnerable host communities, and to contribute to supporting vulnerable groups in displacement situations to be capacitated and empowered to move out of dependency on aid and choose a durable solution, as appropriate. 

This project will also ensure opportunities for development, prevention, safety, and protection for women and girl survivors and at-risk of GBV in Lebanon by addressing and enhancing their abilities to cope with adversity, mitigate and deconstruct conflict in their direct environments and communities, and tackle the legislative frameworks and policies that affect them directly. As of October 2018, the Government of Lebanon (GoL) estimates that the country hosts 1.5 million Syrians who have fled the conflict in Syria (including 950,3341 registered as refugees with UNHCR, of which 25.2% are women, 19.4% men, 27.1% are girls, 28.3% are boys with diverse backgrounds and specific needs), along with 28,800 Palestinian refugees from Syria (PRS) and a preexisting population of an estimated 180,000 Palestinian refugees from Lebanon (PRL) living in 12 camps and 156 gatherings. Who receive protection and assistance from UNRWA. Syrian refugees, living in unfinished buildings, collective shelters and informal settlements, are dispersed across the country in urban, peri-urban, and rural settings. Among Syrian refugees, the most commonly reported forms of violence against women and girls include physical assault, domestic and sexual violence, denial of resources, and forced and child marriage. Some Syrian refugee women report resorting to sex work to ensure the basic needs of their families in response, a follow-up evaluation of the existing shelter services in Lebanon by UNHCR, UNICEF and ABAAD found that no emergency shelter services were available to SGBV survivors nor were targeted specifically for women with children. Furthermore, all the shelters surveyed lacked the capacity to address urgent protection situations, provide housing for women for more than one month and to serve high-risk cases. Most were affiliated with specific religious communities or associations, which deters women of other faiths from reaching out to them and seeking their services.

ABAAD will conduct a national assessment of good practices for providing socio-economic empowerment services to women and girls survivors of GBV residing in emergency safe shelters. The assessment will result in the development of a learning/recommendation document that guides efforts of GBV-focused institutions in designing and implementing programs that improve the livelihoods of women and girls’ survivors of GBV during their stay in an emergency temporary safe shelter. The assessment and document development will be supported by a steering committee of protection and livelihoods experts with desk review of similar initiatives that took place in other contexts\countries. ABAAD will hold discussions with the Livelihoods sector in Lebanon within the framework of the LCRP to gather a sense of what is lacking in terms of information related to best practices, and how to safely link the women and girls survivors of GBV to livelihood opportunities. The aim of this developed document is to open the discourse on the necessity to developing a strategy on how to approach livelihoods for GBV survivors benefiting from emergency safe sheltering programs that would be endorsed by the different operating sectors in Lebanon & the MENA region.

Overall goal of this assignment

The consultant is expected to produce a learning and recommendation document for strengthening socio-economic services in emergency shelter programs in order to open the discourse on the necessity to developing a strategy on how to approach livelihoods for GBV survivors benefiting from emergency safe sheltering programs that would be endorsed by the different operating sectors in Lebanon & the MENA region.

Duties and Responsibilities

  • Undertake desk review on best practices for socioeconomic empowerment services for women and girl survivors of GBV in safe shelter programs in Lebanon & MENA region
  • Conduct data collection through a consultative approach to the developed steering committee (a steering committee composed approximately of 6 advisors, stakeholders or subject matter experts who provides support, guidance and overseeing of progress) and The European Regional Development and Protection Programme for Lebanon, Jordan and Iraq (RDPP II).
  • Conduct qualitative data analysis (thematic analysis)
  • Conduct FGDs with beneficiaries of safe sheltering program and key informant interviews/FGDs with key stakeholders (GBV service providers, protection SP+ experts, livelihoods SP +experts)
  • Conduct meetings with the livelihoods sector in Lebanon within LCRP framework to understand gaps in information related to best practices
  • Conduct qualitative data analysis (specifically thematic analysis)
  • Open the discourse on the necessity for developing strategy on how to approach livelihoods for GBV survivors in sheltering programs (dissemination of information and FGDs after the document has been released and shared with stakeholders)
  • Attain IRB approval(necessary for conducting research on GBV survivors, particularly in a safe shelter)
  • Analyze all inputs and identify common grounds, shared values, areas of consensus and thus entry points that can be targeted
  • Draft the research in a document that includes methodologies, conclusions, findings and recommendations

 

 

Expected Outputs

  • A research plan that includes the data collection methods and relevant valid questionnaires for the various FGDs, meetings and interviews
  • Valid data collected from different resources and through the use of the appropriate mixed methods.
  • A summary report that includes the results of the consultative meetings with the Steering committee, RDPP and the other stakeholders.
  • A draft document of the research annexed with all the tools and instruments used to collect the data and analyze it.
  • Presenting the research results to RDPP and ABAAD
  • A discussion with RDPP and ABAAD to examine the recommendations and available options and take matching actions.

    Guiding Principles & Methodologies

    The specific technical methodology shall be detailed in the research plan that will be presented by the consultant/s as an initial output. Nevertheless, to ensure a valid process, all activities relating to the consultancy, including data collection, meetings, interviews, etc. shall be governed by the following principles and methodologies:

  • Conduct the research consultations and key informant interviews and meetings in a participatory approach with the steering committee and sister’s organizations in Lebanon and Mena region.
  • Conduct a desk review of the existing documents and similar initiatives
  • Conduct focus groups discussions
  • Develop data collection tools that are culturally sensitive and that can be used to assess the targeted topic and solutions without making interference in the daily lives of the respondents.
  • Be culturally sensitive and take into consideration the delicate issues that the program me addressed and always preserve to avoid conflicts and strengthen tolerance, solidarity and collaboration.
  • Comply with all applicable human research regulations and ethical conducts related to human research
  • Respect for all stakeholders, team members and participants of the consultancy.
  • Adhere to the core principles and values of RDPP & ABAAD.
  • Adopt the “Do No Harm” principles and the protection from all physical, mental and emotional harm.

    ABAAD’s Responsibilities

    ABAAD will oversee the consultancy and ensure smooth operation through the following:

  • Identify, hire and coordinate with the consultant/s.
  • Oversee all logistical and contractual arrangements with the consultant/s.
  • Examine and approve key deliverables according to the terms of reference.
  • In collaboration with RDPP, provide documentation and institutional support to the consultant/s.
  • Facilitate access to key stakeholders and to information needed to carry out the consultancy.
  • Coordinate, schedule and organize all relevant meetings, group discussions and other related events and activities under the consultancy.
  •  Provide support to conduct the designated data collection including FGDs, key informant meetings and interviews, and other related activities.
  • Financially cover all logistics incurred by the research activities, meetings, transportation, or any other related expense
  • Ensure that all Key Stakeholders are kept informed of the general proceedings of the process.

    Qualifications & Required skills

  • Advanced university research degree in a relevant field (sociology, social psychology, behavioral social sciences, behavioral economics, anthropology, etc.) or a certified research institute\company.
  • At least 15 years’ experience in research with a focus on topics such as social values, social norms, ingroup norms, social learning and behavioral game theory.
  • Extensive experience in working in the field of Genderbased Violence, with the public and civil sectors.
  • Have been exposed to quantitative and qualitative research
  • Extensive knowledge and expertise in issues related to the rights of Women, human rights.
  • Excellent communication and negotiation skills and a proven experience in facilitating collaboration among audiences from different cultural backgrounds.
  • Indepth knowledge of the civil sectors in Lebanon and preferably in the region as well. 
  • Proven record to adhering to the core principles and values of ABAAD; in particular, is respectful of and nondiscriminatory to any differences in gender, religion, nationality, culture, disability, sexual orientation or social status.
  • Proven expertise and knowledge in applying human research regulations and all the ethical conducts related to human research and in compliance with local and international institutional review boards (IRBs).
  • Strong analytical skills and writing skills and the ability to synthesize information and draw findings and practical conclusions, and consequently make recommendations through wellwritten reports.
  • Fluency in written and spoken Arabic and English although the documentation should be submitted in English.
  • Selfmanagement skills and a capacity to work independently and produce high-quality products.
  • Immediate availability for the period indicated.
