Purpose


ABAAD and UNFPA are partnering in a project aimed at enhancing the national GBV response through capacity building and generating evidence and tools to better target specific GBV prevention and response interventions in the education sector. Under the main component of generating evidence, ABAAD and UNFPA will be fostering knowledge production on GBV through the implementation of a the following research actions.

 

Through this consultancy, the recruited consultant is expected to design and implement a mixed-methods research project aimed at better understanding youth protection needs in the vocational schools and institutes of the Ministry of Education & Higher Education (MEHE) /the Directorate General of Vocational Education. In close coordination with ABAAD, UNFPA and MEHE teams, the consultant will be expected to fully lead on the timely implementation of the research project as per the below shared duties and responsibilities.

Principal Duties & Responsibilities

The Consultant main responsibilities and duties are:

  • Meet with ABAAD and UNFPA team to ensure full understanding of the TORs including deliverables and timeline
  • Compiling a comprehensive desk review of relevant research on GBV risks in schools from MENA region and global levels with due attention to vocational educational setups
  • Develop a preliminary report including synthesis of findings based on the desk review
  • Developing qualitative research tools based on the desk review including IDI (7-8 IDI i.e. MEHE DG, 2-3 MEHE officials, UNICEF, UNHCR, TBC) and FGDs guides (10FGDs with teachers and students)
  • Share the tools with MEHE for review and endorsement
  • In close coordination with ABAAD, MEHE and UNFPA teams, develop the assessment methodology and scope
  • Conducting both qualitative and quantitative data collection, in addition to observational safety audit of the facilities
  • Conducting the data analysis
  • Developing a final report in Arabic detailing the process and main findings with recommendations for an action plan to be endorsed by MEHE
  • Attend and provide needed support during dissemination event of the study

Educational Requirements

  • Master’s degree in Public Health, Social Studies, or a relevant field
  • Research related diplomas is a plus 

 Skills Requirements

  • A minimum of 2-3 years of experience in conducting research and developing resources
  • Previous experience in qualitative research and data analysis
  • Previous experience in quantitative research
  • Highly organized and able to meet deadlines
  • Excellent command in English language (written and English)
  • Excellent command in Arabic language (written and Arabic)
  • Excellent verbal communication in Arabic
  • Fluency in the use of the Office Suite (e.g., Word, Excel and PowerPoint).

  • Strong analytical and conceptual skills and techniques to conduct research and address related problems
  • A strong personal commitment to ABAAD’s principle and CoC (CP and PSEA policies)

LOCATION: Beirut based (with travel to Mount Lebanon, North (Akkar), Bekaa (North, West

and Central), and South as needed)
