The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.
Under the line management of the Human Resources Coordinator and Country Manager, the Human Resources Field Specialist (HR field specialist) will ensure implementation of appropriate Human Resources procedures and standards to strengthen staff capacities to achieve the mission strategy.
The HR field specialist must keep all the data confidential, and share it only with the authorized persons.
Reporting to (Line manager and functional manager): HR Coordinator and Country Manager)
Line manager+1: Head of Mission
In relation with:
- Partners: Admin focal points;
- Beirut hub: all team (Operational & Support Services);
- Coordination based in Amman: Support Services team
- Hosting mission: Lebanon mission’s Support Services department
Responsibility 1: Participate in the definition and implementation of the mission’s HR processes (recruitment, renumeration, social and healthcare coverage, evaluation, training)
Objective: Ensure that HI’s HR processes are understood and applied effectively, fairly and cost efficiently
Benchmark: Quality of HR processes and tools defined, compliance with HR processes, quality of the legal oversight
Activities:
- Ensure high quality and transparent recruitment processes are in place
- Ensure adequate induction is provided for new staff, based on relevant HI policies and guidelines
- Manage the remuneration system and employment policies at hub level in coordination with the regional and hosting mission office
- Implement the social and medical policy framework for the hub
- Ensure performance appraisal system is in place, and is completed, monitored and evaluated
- Implement and follow up the hub staff training plan
- Assist managers and staff in understanding and using HI’s HR tools
- Provide trainings and support for team managers in the career management of their staff (amendment of job definition and responsibilities, internal mobility, etc.)
- Be the focal person for the organization of team building events, in liaison with the Country Manager
- Contribute to project development on HR aspects
Responsibility 2: Guarantee international and national personnel administration
Objective: Guarantee that staff lines are complete and staff information is followed up
Benchmark: Quality of employment contract management, quality of the roll out of pay, quality of management chart monitoring.
Activities:
- Define and ensure the application of internal regulations (IR) and national personnel employment terms and conditions (TCE) and monitor the application of specific terms and conditions for expatriates in liasion with HR coordinator
- Ensure proper calculation and remittance of the hub monthly payroll
- Ensure all employees are registered at the NSSF and MoF, communicate their numbers and ensure its entry in the HR Database
- Manage with coordination with hositn mission insurance contract
- Ensure appropriate filling of all HI staff information: personal data, contractual documents (Job description, signed TCE and IR, Individual action plan (IAP), contracts, disciplinary actions, appraisals, etc.)
- Manage national personnel disciplinary procedures and support managers in these procedures with support of the regional office
- Coordinate with hosting mission HR Manager for the administrative follow up of all expatriates staff and registration with local authorities.
- Supervise the day to day management of international staff and transmit the information to the regional office
Responsibility 3: Ensure the respect of local legislation and legal framwork
Objective: Secure HI’s presence from legal standpoint
Benchmark: Compliance with hosting mission requirements, compliance with the framework defined by the organiztion
Activities:
- Ensure with coordiantion with hosting mission that formalities required by government bodies are completed in time, ensure pro-active follow up of legal matters and inform management accordingly
- Analyse and monitor changes in employment law and other NGOs’ practices
Responsibility 4: Support partners HR and admin team
Objective: Provide technical support to partners’ HR teams on all aspects of HR management
Benchmark: Quality and availability of HR documents submitted by partners’ staff, HR management, quality of trainings received by partners’ staff on HR management and HR policies, assessment of partners’ HR capacities
Activities:
- Work closely with partners’ HR and admin teams to provide support, monitoring, reporting and other actions related to the HR functions as recruitment, job descriptions, HI policies, duty of care, staff care and hierarchical positionning
- Work closely with partners’ HR and admin teams to ensure monthly reporting systems are implemented in all bases in line with control mechanisms for national staff management (contracts, attendance and timesheets, job descriptions, payrolls)
- Review with the partner’s referent tables and advise the base when there are irregularities or areas of concern that need follow up
- Support and advise the partners on the structure, recruitment and management of their HR team and help missions develop and implement effective performance management of staff and promote at the partner level a culture of care for all employees
- Support partners’ staff in rollout and explain to the staff Code of Conduct and institutional policies that are included in the Partnership framework agreement (PFA) and partnership terms of reference (PTOR)
Responsibility 5: Emergency preparedness and response
Objective: Provide appropriate support to emergency responses occuring within his/her geographical scope
Benchmark: Quality of support provided and anticipation
Activitieis:
- Takes part in analysing the capacity of partners to respond to emergencie
- Contributes towards identifying preparedness measures in liaison with Regional Office and hositng mission in Lebanon, and implement these measures
- In the event of an emergency response, mobilises and adapts his/her department and its processes: size of the team, line-management, coordination and communication mechanisms, ARCI, reporting, etc.;
- Strengthens external coordination with colleagues from other organisations.
REQUIREMENTS
Education and Experience:
- Bachelor’s degree in Human Resources Management/ Master degree preferable
- A minimum of 5 years of relevant experience in HR management, administration, change management, and/or organizational development, including at an international level with 2 years of experience at the similar level.
- Technical skills in HR management, preferably including recruitment and selection, learning and development, performance management, compensation and benefits
- Previous work experience with I/NGO

- Strong analytical and observational skills
- Extremely rigorous and precise, attention to details
- Excellent communication, diplomacy and negotiation skills
- Good organizational skills
- Good skills in training facilitation is a plus
- Strong sense of integrity and commitment to accountable practices
- Solution oriented and problem solving skills and ability to follow guidelines
Computer Skills:
- Excellent knowledge of Microsoft Office (Excel, Outlook and word).
- Master Microsoft Excel (Advanced knowledge and experience in Excel and ability to work and understand complicated formulas)
Language:
- English and Arabic are mandatory (oral and written)
- Good translation skills (From Arabic to English)
- French is a plus
JOB CONDITIONS
- Remuneration: according to HI salary grid
- Starting date: ASAP
- Duration/ Type of contract: 6 months renewable based on a project timeline
- Others: Health insurance
