Reporting Lines

This position reports to the Protection Specialist

Specific Duties and Responsibilities

  1. General duties and responsibilities:
  • Work directly with women/girls/men/boys at the SDCs or local partner’s location, carrying out Psychosocial support, life skills and awareness sessions activities, and internal and external referrals to relevant services as appropriate.
  • Ensure that GBV SOPs are understood, enacted, maintained and applied in areas of implementation.
  • Conduct safe identification and referral for GBV survivors to case management agencies as appropriate according to the internationally recognized standards and SOPs.
  • Provide accurate and timely information to beneficiaries about services available including psycho-social services, mental health services, livelihood activities, and others.
  • Keep line manager informed of challenges encountered in CARE’s activity implementation and jointly works with to troubleshoot and problem solve.
  • Conduct PSS sessions to community members affected by the Beirut blast or by the socio-economic and health crises in Tripoli.
  • Act in the best interests of each beneficiary, including women and girls, men and boys, the elderly, children under 5, people living with disabilities, LGBTQ community members, and other people with vulnerability criteria.
  • Implement outreach activities to engage local communities and maximize the effectiveness of intervention.
  • Works closely with SDC staff and/or local partner staff to ensure stimulant coordination of activities and other tasks.
  • Works closely with the outreach volunteers to implement awareness raising activities as per the project’s Logic Model.
  • Provides age appropriate basic counseling when needed for adolescent girls and boys while adhering to child protection SOPs
  • Maintains the daily attendance register and monthly inventory sheet.
  • Ensures beneficiaries, including youths, children, and SGBV survivors, under her/his responsibility are not exposed to any form of harm or stress during the activities.
  • Is available for training provided by CARE.
  1. Case Management & referrals:
  • Contributes to the identification of target beneficiaries, including women/girls, and manage and refer cases when needed.
  • Process and follow- up on all referrals done in an adequate time frame.
  • Map and update relevant service providers and response actors in areas of intervention
  • Coordinate effectively with sector stakeholders, including GBV case organizations and case workers, to ensure appropriate messaging during GBV awareness sessions to adolescent girls and female caregivers, and to facilitate the introduction of GBV case management services to session participants;
    Accomplish other assignments given by supervisors or other professionals intervening in the center (e.g. trainers).
  1. Reporting:
  • Reports data on activities conducted on a weekly basis to the Protection specialist and Project Officer
  • Collects from peers information about vulnerable cases that require follow up and intervention
  • Coordinate and draft the weekly evaluation report.
  1. Meetings:
  • Be available to participate in meetings in the center or in CARE’s Office (if needed).
  • Meets with other program staff as required.
  • Liaise with the Protection Specialist and the PM regarding changes to the proposed activities
  • A high degree of flexibility on the part of all staff is expected in order to respond to the ever-evolving situation. This job description may change based on the situation in the field.

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

  • Experience in humanitarian service provision with knowledge in Protection and Gender in Emergencies, and sector standards such as the IASC standards, SPHERE, Do no Harm, Humanitarian Principles and the Code of Conduct.
  • Understanding of Lebanon’s political, legal, and social systems as related to Protection, GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
  • Demonstrated expertise in M&E tools with a focus on accountability and learning
  • Proven experience of humanitarian programming through direct implementation as well as through local partners
  • Understanding of working within diverse partnerships with a range of actors, including local partners, governments, UN agencies, national/local NGOs and community groups
  • Experience interacting with and relating to gender professionals and local partners
  • Strong organizational skills
  • Strong communication and interpersonal skills, with the ability to build strong internal relationships and networks.
  • Motivated team player who enjoys working in a collaborative and international environment.
  • Ability and willingness to travel within Lebanon if needed.

b. Experience

  • Experience in programming and promoting issues on protection, GBV, sexual reproductive health (SRH), early child marriage (ECM), women’s voice and/or economic empowerment in preferably an NGO setting.
  • A minimum of 2 years of professional experience in implementing programmes focusing on women and girls victims or at risk of violence is required
  • Comprehensive knowledge of GBV issues
  • Familiarity with MS Office Applications

 

 

c. Academic background

Bachelor’s degree in one or several of the following areas: International Development, Social Studies, Humanitarian Assistance, Disaster Management, Economics and Development studies, Protection related studies.

  1. Languages: English and/ or Arabic are the working language of CARE International in Lebanon.

6. Other contract elements

Benefits: Social Security/Health Insurance & Transport allowance.

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs and in consultation with the successful candidate.

Any extension of this contract is dependent on performance review and funding availability.
