Background:

The International Medical Corps (IMC) began operating in Lebanon during the war in the summer of 2006 and played an integral role in the provision of relief to conflict-affected populations. Remaining in Lebanon following the August 2006 ceasefire, IMC assisted in reconstruction efforts and maintained a strong presence in the country providing services to Iraqi refugees and Lebanese host community populations through 2011. Immediately following the influx of Syrian refugees into the country in 2011, International Medical Corps began expanding programming to meet their health and mental health needs, in addition to addressing the causes and consequences of Gender Based Violence through relevant prevention and response programs.

Currently, IMC is one of the largest non-governmental organizations supporting and providing services to survivors and those at risk of gender-based violence, as well as primary health care, health education, mental health, and psychosocial services to refugees and the local host population in Lebanon.

Objectives of the current recruitment:

IMC Lebanon is seeking to recruit a full time GBV Coordinator managing the GBV program on a national level. The position will be based in Beirut, involving occasional travel to the field sites – Mount Lebanon, Bekaa, North and South. The GBV Coordinator will provide supervision and technical support of the ongoing projects and staffing, preparation for new projects in addition to representation at coordination meetings and with key stakeholders.

Qualifications:

  • In depth knowledge of GBV programming in the humanitarian context and familiarity with the main GBV tools, including the IASC Guidelines on GBV in Emergency Settings and the Interagency GBV Case Management Resource Package;
  • Strong background and experience in training including review of material, development of training content;
  • Strong organizational, management and supervisory skills with excellent reporting & writing skills;
  • Strong interpersonal skills and the ability to work within multi-cultural environments;
  • Ability to work within a team structure or independently, flexible, and can cope with stressful workloads and working with limited resources;

Essential Duties & Responsibilities:

Under the direct supervision of the Deputy Country Director and in coordination with the GBV Technical Advisors at regional and headquarters’ levels, the GBV coordinator will:

  • Supervise the management of day-to-day program activities, including planning, implementation, monitoring, evaluation, and reporting in order to achieve the objectives and targets set in every proposal.
  • Manage budget evolution from planning to ensuring that regular financial spending is in line with initial plan (pipeline review, implementation plan);
  • Manage GBV department and team, ensuring the responsibilities are clearly defined and that there is adequate cover during periods of absence;
  • Write proposals securing the continuity of funding for the GBV activities;
  • Ensure the implementation of specific donor requirements;
  • Plan routine project needs assessments and program reviews to ensure successful implementation and donor compliance;
  • Develop contingency plan to address challenges encountered by field and office personnel;
  • Ensure that communication channels and lines are open with the direct line management and work towards ensuring that all training needs of GBV staff are met and performance evaluated;
  • Represent IMC at relevant coordination meetings (including the monthly GBV taskforce meeting, CMR working group, NTTF subcommittee(s), and the Lebanon GBV IMS task force meetings steering committee. In addition to ad hoc meetings of any of the above and supporting the team at other meetings as needed.
  • Coordination with the regional GBV advisor and other IMC GBV teams in the region (monthly Skype call, exchange of tools and information).
  • Monthly workshop (1 day) with the GBV team to discuss challenges and plan the following month.
  • Coordinate, together with Abaad, the National Technical Taskforce on GBV chaired by IMC and Abaad alongside MoSA (meetings, reading and editing documents and providing technical support).
  • Participate actively in IMC Lebanon country management strategy.
  • Oversee the drafting of donor and internal reports, as well as other external communication products;
  • Support the HR dept. in the planning and implementation of the PSEA training for IMC staff and consultants.
