Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.

DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat.

DRC in Lebanon: DRC has maintained a long-standing presence in Lebanon, since 2004, responding to various crises and most recently to the Syrian refugee crisis since 2012 and the Beirut Blast following the Port explosions on August 4, 2020. DRC maintains extensive protection networks throughout the North and Bekaa, through which it delivers integrated and holistic protection services, with interventions focused on gender-based violence (GBV), child protection (CP), people with specific needs (PwSN), and cross-cutting legal programming. Following the Beirut Port explosions on August 4th of 2020, DRC rapidly mobilized its protection networks to scale up programming in Beirut for the thousands of families directly impacted by the explosion in nearly all affected areas. DRC’s primary focus has been to support two local partners to implement child protection and basic assistance activities. In line with DRC’s Country Action Plan and Partnership Strategy, DRC seeks to technically and operationally support local actors who are most strategically positioned to respond to the needs of affected populations throughout Lebanon, including refugees, host community members, migrant workers, and various marginalized sub-groups. DRC’s current set up in Beirut is predominantly oriented around the emergency response, with potential for sustaining operations beyond the Beirut Blast in accordance with identification of unmet long-term needs of populations impacted by multiple, ongoing crises

 

About the job

 

The Program Support Officer (Protection and Partnerships) has the overall responsibility to supervise and support the delivery of DRC’s emergency response in Beirut (August 2020 to June 2021), which is focused on supporting local implementing partners to deliver child protection services (Psychosocial Support, Case Management) to children and caregivers in Beirut, and direct implementation of Emergency Cash Assistance by DRC. Additionally, the Officer will support components of Basic Assistance activities by partners (NFI and food distributions) linked to their protection interventions. The Officer will be required to technically support partners, help address daily queries, attend partner activities on the field to observe the daily/weekly progress of activities, and facilitate the various components of project implementation, including: project management meetings; reporting; donor compliance; supporting design and implementation of protection tools; and attending working group meetings. If technical needs are identified by partners jointly with DRC, the Officer will play a key role in supporting the technical capacity development of partner staff in protection activities.

 

Responsibilities:

The Program Support Officer (Protection) has the overall responsibility to ensure that both DRC and partner are delivering quality protection and basic assistance activities to children and caregivers in a timely and efficient manner under the supervision of the Beirut Emergency Response Team Leader.

 

  • Support Quality Project Implementation by Local Partners
  • Serve as the primary focal point for DRC with local partners and facilitate and ensure proactive communication between DRC and its partners through regular follow up, visits and implementation review meetings.
  • Ensure proper support to partners are maintained and project is implemented effectively, in line with the Principles of Partnership
  • Facilitate the various components of project implementation by partners through: leading weekly coordination meetings and monthly project management meetings; following up on detailed partner work plans; identifying technical and operational support needed by partners; and facilitating needed support to partners.
  • In close coordination with the Beirut Emergency Response Team Leader and Monitoring and Evaluation (M&E) department, ensure that partners are being monitored for progress against deliverables and their capacity-building plan, as well as against donor compliance and internal DRC procedures.

 

  • Technical Support to Local Partners
  • Support in development of capacity building and training plans for all partners and track needs and support implementation of plan over the life-time of the project
  • Provide technical guidance, on the job training, structured trainings, coaching and mentoring to partners’ front-line staff implementing Psychological First Aid (PFA), Psychosocial Support (PSS), and CP Case Management, in line with minimum CP and other protection standards
  • Ensure the partners are properly implementing activities in accordance with Inter-Agency and DRC guidelines, tools, approaches and curricula and PSS toolkits
  • Conduct field visits to observe protection and basic assistance activities at least three days a week and provide technical guidance on safe identification and referral, facilitation skills, child protection, PSS key messages and communication skills, GBV core messages, etc. Flag and escalate any concerns or key observations to DRC and identify action points to address with partners.
  • Ensure that the partner team are able to identify and safely refer cases to specialized and other needed services through the DRC Referral Information Management system
  • Identify any additional needs of partners and liaise with DRC’s Protection Department and other technical units to facilitate support based on the individual profiles and requests of partners

 

  • Facilitate Distribution of Emergency Cash Assistance
  • Facilitate distribution of ECA to beneficiaries identified and referred to DRC by partner staff
  • Conduct face to face and/or remote assessments with beneficiaries to select cases eligible for ECA, in accordance with DRC and Inter-Agency guidelines
  • Support direct distribution of cash assistance to beneficiaries
  • Support partner staff to stay abreast of latest DRC and Inter-Agency ECA guidelines and support capacity to conduct relevant ECA referrals

 

  • Grants Management and Reporting
  • With the support of Beirut Emergency Response Team leader document gaps, bottlenecks and challenges in implementation and develop action plans to address them
  • Monitor the progress of project targets against indicators on a weekly/monthly basis, for DRC and partner’s activities.
  • Support partners to produce weekly/monthly reports and directly report on partner and DRC activities for purpose of official donor reports and monthly DRC Grants Management Meetings. In addition to reporting on partner implementation of protection and basic assistance, contribute regular updates on DRC implementation of cash for protection and capacity building process.

 

  • Coordination and Representation
  • Maintain positive relations with local implementing actors, local authorities and other international and local stakeholders through information sharing and coordination
  • Actively participate and contribute to protection and basic assistance coordination mechanisms as requested by the Beirut Emergency Response Team Leader.
  • Any other duties relating to the nature of the job as directed by the Beirut Emergency Response Team Leader

About you

  • To be successful in this role we expect you to have At least three to four years of experience in the humanitarian sector, specifically within protection, child protection, GBV, and other relevant sectors
  • Experience working in partnership with other organizations and ideally in supporting partner staff

  • Bachelor/Degree in Social work, Counseling, psychology or other related field 
  • Fluency in English (written and spoken),
  • 2 years valid driving license is mandatory as you may be requested to drive the organization’s vehicle

  • Experience providing on the job coaching and mentoring and building capacity of staff
  • Experience in working in capacity building and partners
