Technical Advisor (Design & Architecture) – SUFA Lebanon

Job Profile

1. Required qualifications, competences and experience

Qualifications

• Masters/MSc in architecture, construction engineering, science or related area.

Professional experience

• At least 5 years of experience in civil engineer or architect positions for construction projects, at least 1 year in the field of rehabilitation would be a plus. Working experience in Lebanon preferred.
• Experiences in planning, supervising and implementing of rehabilitation projects in Lebanon. Experiences in the field of public education sector are of advantage.
• Knowledge of national and international standards and procedures in construction works
• Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and standard office Software (Excel, Word, Power Point, Teams, Planner) and 2/3D engineering.

Other knowledge, additional competences

• Fluency in Arabic and English (written and spoken).
• Used to working goal-oriented and timely.
• Very good interpersonal skills and ability to interact with partners at various levels.
• Enthusiasm for the project idea.
• Ability and willingness to work with a multi-cultural team. Working language is English.
• Driving licence for Lebanon with at least 5 years’ experience of driving. Good knowledge about Lebanon respectively the areas with school projects for field trips and willingness to drive on his/her own.
• In case of field trips with non-Lebanese colleagues, translates English / Arabic.
   

1. Major Responsibilities
   • • • Ensure the implementation of SUFA activities based on the operational plan.
       • Conduct and ensure accurate and timely tendering of all construction activities in accordance with the overall project time and budget.
       • Prepare and follow-up on all construction related contracts (consultants and contractors/construction companies).
       • Review and check up on the design development of all planned activities.
       • Monitor and follow-up on the construction site progress (site visits, reports, etc.).
       • Support the AV in overseeing the construction measures.
       • Implement and promote innovative educational infrastructures related to green sustainable facilities.
       • Communicate, coordinate construction works at technical level with MEHE’s directorates.
       •  Coordinate with Lebanese technical/legal institutions (OEA, LSC, BBA, etc.).
          

1. Tasks

1. Follow-up and technical tasks related to the planning and implementation of construction works:

• Prepare and participate in the technical coordination meetings.
• Arrange and organize all technical documents (tender drawings, BOQs, documentation of Award, evaluation grid, shortlist, contract request, etc.) for construction related tendering processes.
• Prepare and follow-up on all construction related contracts.
• Review all technical drawings & specifications and check up on the design development of all planned activities with the consultants.
• Monitor the progress of the construction site (site visits, reports, etc.) and follow-up with logistics as needed.
• Oversee and assure the adequacy of the invoicing procedures of consultants and contractors/construction companies in close coordination with the administrative staff.
• Update construction-related sections of the operational plan.
• Implement and promote innovative educational infrastructures related to green sustainable facilities.  

1. General Communication and Cooperation:

• Communicate, coordinate construction works at technical level with the MEHE’s directorates.
• Coordinate with Lebanese technical/legal institutions (OEA, LSC, BBA, etc.).
• Ensuring good communication, effective coordination and flow of information within the project and with work partners, other institutions and the GIZ country office.

• Risk assessment regarding contractual and legal issues related to construction.
• Coordination with the RMO whenever needed.
• Support in the acquisition of new projects and funds and the development of innovative concepts.
• Additional tasks to be agreed upon with the AV of the project.

Description of the project:

Under the German-Lebanese Cooperation, GIZ is implementing, jointly with the Lebanese Ministry of Education and Higher Education (MEHE) the Sustainable Facility Management at Public Schools in Lebanon (SUFA) project, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) as part of the education portfolio of GIZ Lebanon.

The project is divided into two parts. The first part focuses on the improvement of maintenance of public schools through introducing Sustainable Facility Management measures at the strategic and operational levels. The second part is about the learning environment at schools with a main focus on the concept of Green Schools which includes both the installation of environmental hardware measures and the implementation of awareness and educational activities at the school level.
