INTRODUCTION

In recent years, Lebanon has become the country with the highest refugee per capita in the world. Officially, there are more than 1.5 million registered Syrian refugees in Lebanon, a third of which are school going aged children. In 2013, the Government of Lebanon (GoL) opened a second-shift in its public education system to cater for the enormous numbers of refugee students. In 2017/2018, non-Lebanese students outnumbered Lebanese students in the public education system. The responsibility for educating all these students resides with the Lebanese Ministry of Education and Higher Education (MEHE) who, alongside external donors, launched the Reaching All Children with Education II (RACE II) programme in 2016.

The World Bank (WB) and GoL, especially the Ministry of Education and Higher Education (MEHE), designed Support to RACE II (S2R2) to deliver on significant parts of RACE II as the strategy relates to the formal education sector. S2R2 is designed to complement other work developed to support RACE II, such as activities planned and implemented with UNICEF, UNHCR and UNESCO.

DFID Lebanon’s contribution to the education sector includes support to S2R2 as well as the provision of a technical assistance team to MEHE. In March 2018, a three-year technical assistance project was awarded to Oxford Policy Management, which expanded an existing TA facility to serve MEHE priority areas to achieve the objectives of RACE II. The TA team supports the GoL to deliver the immediate objectives of the S2R2 programme while building the capacity, systems and processes which underpin a medium-term sector development strategy.

 

BACKGROUND:

Given that MEHE is now shaping its strategy 2030 to transform its education system into a system able to equip students with the needed skills for productivity, innovation, and global competitiveness while at the same time Lebanon is entering a severe economic and financial crisis, the need for a sound technical and financial analysis to support extensive reforms in the sector is more than ever needed.

As part of the continuing international community support to the sector, DFID is funding the provision of a technical guidance and strategic direction to MEHE and the Sector to develop of costed models and financial scenarios for the development of the education system.

The purpose of the specific role is to provide support to the assigned Strategic Financial Advisor (SFA) reporting to the Minister of Education and Higher Education and the Donor Group, to provide this technical expertise.  The support will be mainly focused on:

  • Assisting the SFA in the collection and management of data;
  • Performing an initial analysis to asses the quality of the collected data;
  • Assisting in preparing reports/ presentations based on the analysis findings;
  • Providing interpretation when working across MEHE counterparts (and possibly CERD) to access relevant data/documents as per the guidance of the SFA;
  • Providing any translation required including translating Arabic reports to English;
  • Providing translation for the SFA during meetings with MEHE/ CERD counterparts;

 

REPORTS TO: OPMTA Team Leader and SFA

STATION: Working from MEHE with multiple departments (possible visits to CERD)

PROFILE AND SKILLS:

  • A university degree or relevant experience in education, economics, or other social science field is required
  • Knowledge or experience of working with the Ministry of Education and Higher Education, public education sector, and/or international donors.
  • Ability to collect, organize, and disseminate significant amounts of information with attention to detail and accuracy.
  • Ability to use statistical packages for preliminary analysis of datasets (Excel, statistical software)
  • Excellent writing, reading, and communication skills in English and Arabic
  • Excellent inter-personal and communication skills

TIMETABLE FOR WORK

The position is expected to start immediately and ends in 28 February 2021. The expected working days are 2.5 days a week and up to a maximum of 60 days.
