MoSA is seeking the services of  Monitoring and Evaluation Officer that will be recruited by ABAAD and selected based on a joint process between MoSA and ABAAD.

This Position will be contracted by ABAAD and deployed by MOSA central office.

Objectives

Provide Technical Support to MoSA 's DG on monitoring and evaluation related to child protection and gender-based violence

Background

The economic and social impact of the crisis on Lebanon reached new heights in 2015.The deteriorating security situation in the country, the Syria refugee crisis, combined with the socio-economic challenges have exacerbated the reliance by refugee and host communities on negative coping mechanisms including child marriage, child labour and worst forms of child labour (such as the exploitation of children for armed violence or sex work). This complex situation of refugee crisis and the existing instabilities in the social welfare services in Lebanon, called for a comprehensive and coordinated approach to address the basic and protection needs of all vulnerable communities – including the Lebanese poor and strengthen the local systems for sustainable social safety networks.

In response to these challenges and in line with the role of the Ministry of Social Affairs in coordinating the provision of social protection and assistance in Lebanon, is reinforcing the child protection and GBV with different activities to be implemented under its supervision

Scope of work

 The Monitoring and Evaluation Officer under the guidance and direct supervision of the DG will provide support to the general directorate, the  Social Development Centers and develpemtn services department  and concerned units at MoSA in ensuring timely implementation and monitoring of activities.

Deliverables and Schedules

Monitoring and Evaluation Officer is contributing to the accomplishment of the stated key end-results by providing professional expertise and assistance in information/data collection, statistics and data analysis, monitoring & evaluation (M&E) and preparation of reports. He has also a key role in capacity building of staff on monitoring and evaluation processes and tools, as follows:

 

Situation Monitoring and Assessment:

  • Make professional contributions to and provide technical assistance for the planning and establishing monitoring and evaluation activities in relation to MoSA AWP.
  • Participate in thematic/strategic evaluations to improve development & organizational effectiveness.
  • Support in monthly data collection based on developed indicators, processes and tools.
  • Support management of available baseline information on national statistics and key indicators through established databases (softcopies) for easy access and use by MoSA team.
  • Coordinate with the Central level (concerned units and case management M&E officer ) and regional level (SDC directors and case management focal points) and provide them with up-to-date information in, Reviews, Reports or other progress reports. 
  • Prepare reporting forms for community outreach workers.
  • Compile different reports and ensure a consolidated data and analysis.
  • Contribute to the development of MoSA annual report.

Programme Performance Monitoring 

  • Provide technical support to ensure that monitoring system is in place and that key annual programme indicators are tracked and analysed, including those related to partnerships initiative, and provided regularly to the Local Management /Steering Committee Team to guide programme and management decisions.
  • Carry out data collection and analysis from field visits, standardising them across programmes, to feed into to programme performance monitoring.  
  • Keep tracking of follow-up action based on management decisions resulting from the Ministry performance monitoring and evaluation.
  • Compile monitoring and evaluation information/data and make them available to programme/planning sections.
  • Contribute to the preparation of management reports (e.g., relevant sections of the annual reports), drawing on monitoring and analysis of key management indicators.
  • Prepare quarterly UNICEF reports.
  • Collaborate closely with the MIS consultant at the ministry regarding the development of data collection tools.
  • Prepare a monthly monitoring and evaluation report for the steering committee

M&E Capacity Building

  • Review and provide technical comments on draft evaluation reports.
  • Contribute to the development of new qualitative and quantitative indicators on process and impact.
  • Participate to the development and roll out of beneficiaries feedback tools. 
  • Analyse data and  trends lines and notify the MoSA 's DG and concerned units regularly
  •  Contribute to the effective dissemination and sharing of knowledge, findings, conclusions, recommendations and lessons from evaluation in line with the DG's guidance, to the intended audience as described in the Terms of Reference with a view to improving programme performance and contributing to wider learning 
  • Provide assistance in tracking to ensure that a management response to the findings and recommendations of the evaluation is completed, recorded, and followed up for implementation.
  • Support in the capacity building of staff capacity on M&E framework, processes and tools.
  • Development strategy and plans, and exercise effective leadership in implementing them, ensuring that staffs have the basic knowledge and skills to fulfil their monitoring and evaluation responsibilities, and training is planned and carried out to fill identified gaps.
  • Perform any additional tasks as requested by the team.
  • Drafting quarterly presentations to all stakeholders on period performance and implementation status versus the strategy in coordination with the Technical Advisor to ensure homogeneous M&E practices and reporting.

Profile

Requirements

Education:

University degree in Social Sciences, Development Studies, Economics, Statistics, Education.

Qualifications and experience:

  • Professional work experience in programme development and implementation including monitoring and evaluation activities (4 years)
    • Knowledge of Project and Activity Evaluation.
    • Professional technical knowledge/expertise in Data Collection, Evaluation Design, Evaluation Process Management, Follow-up on Recommendations and Dissemination of M&E results, Activity Monitoring & Evaluation and Data Analysis.
    • Methodology of M&E, theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
    • Knowledge/expertise of best practices, lessons learned and communication.
    • Previous knowledge of child protection and gender-based violence programmes is desired.
    • Understanding of UNICEF’s and MoSA’s policies and procedures for programming, monitoring and evaluation guidelines and of latest programme monitoring and evaluation theory, methodology, technology and tools.

Languages:

Mastering Arabic and English reading, writing and speaking.
