Construction works / interior works

related to a public administration building in Minieh Danniyeh 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently in the planning phase  for a project with mostly interior construction works in Minieh Danniyeh, North Lebanon. As part of this project GIZ intends to award a contract for these construction works / interior works.

In cooperation with the public owner of the building, GIZ UDP_NL programme intends to reorganize, renovate and upgrade several areas in an existing administration building and to add an external fire escape staircase.

The current status can be described as below:

  • Located in Minieh Danniyeh
  • Existing public administration building with five floors
  • The building is in use. Additionally, public visitors
  • Interventions mostly inside the building
  • Interventions in restricted areas of two floors of the building: ground floor; 1st floor
  • Area of intervention (in total / for area on both floors together): approximately 400m2

For the construction and mainly interior works related to this project GIZ intends to contract a contractor with provable experience.

The scope of work includes (among other works):

  1. Demolition works (non-bearing walls, opening in façade in non-bearing walls; existing sanitary rooms; tiling on walls and floors, …)
  2. Smaller concrete works (foundation for a two story steal staircase outside, …)
  3. Steal works (external fire escape stair case to first floor, ...)
  4. execution of non-bearing walls (bricks, gypsum boards, …)
  5. False ceilings
  6. Plaster works
  7. Carpenter works (doors, partially fire-rated; built-in-furniture, …)
  8. Tiling works on floors and walls
  9. Painting works, mostly inside
  10. Sanitary works (toilet area appr. 15m2; kitchenette; relocation fire hose;…)
  11. Electrical works incl. sound system for a meeting room (appr. 140m2)
  12. etc.

Planning, site super-vision and liability management (12 month after completion of site) will be done by an already contracted architectural office.

In order to achieve the professional implementation of the project the contractor shall perform all works in a time efficient and professional manner.

Tender procedure from invitation to tender until signing of contract is expected to take place between July and middle of August 2020.

The construction works are expected to be performed and completed approximately within 4 months from signing of contract. The implementation phase is planned between middle of August till middle of December 2020.

The expected duration of construction works is between August – December 2020. By attending the Expression of Interest procedure, the applicant confirms that he is able to implement the scope of works mentioned above in this period. 

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment.

Therefor the attached document A12 has to be filled out and attached as a main part of their application.

Companies with incomplete and / or inaccurate filled A12-forms and further requested documents can be excluded from further procedures.

Please name all required additional soft copy documents exact the same order like mentioned below (e.g.: 1_Official letter expressing interest; 3_Company registration certificate; etc.).

  1. Official letter expressing interest (document has to be attached)
  2. Company details including full company name, full address, phone and email. If a consortia applies to info of all members of the consortia has be filled in (has to be filled in A12)
  3. Copy of company registration certificate (document has to be attached)
  4. Copy of valid registration / license at the Lebanese Contractors Syndicate / Order of Engineers and Architects (registered as a company). (document has to be attached)
  5. Company profile including number of employees (permanent / temporary in total) mentioning their job position / qualification. Short CVs for the key technical staff intended to work for the project. Minimum requirements: 2 persons in construction management / office staff; 2 field officer / site engineers. (has to be filled in A12 and documents to be attached)
  6. Proof of experience within own projects with fire rated doors within last 3 years (documents has to be attached: naming the sites and the standards of the doors to be attached).
  7. Max.five reference projects related to construction- works (exterior), but mentioning only projects with a maximum contracted amount of 750,000, -USD per project (has to be filled A12). Reference letter can be attached.
  8. Showing min. three (3) but max. five (5) reference projects related to rehabilitation / interior (construction-) works in buildings in use (has to be filled in A12). Reference letters from the owner / user of the building about satisfying results and good organisation of the site are requested to add.
  9. Annual total turnover for each of the last five (5) years:

The average value during the last five years shall not be less than 400.000, -USD / year.

The maximum value of total turnover should not be more than 3.000.000, -USD / year. (has to be filled in A12 and documents to be attached)

  1. Reference letters from owner / user of the building where the bidder executed interior works during usage of the building. This is a further criteria for selection of companies for the short list (reference letters of clients has to be attached: naming the client and the site incl. scope of works, amount of contract, duration of works, satisfaction with works)
  2. Additional certificates / documents if requested in form A12

The contract currency will be US-Dollar.

To make the evaluation of the interested companies easier and better comparable the bidder should overhand all documents in the order like mentioned above.

Goal is to create a short list with maximum seven (7) qualified companies. In case more than seven qualified companies applied there will be an “Eligibility Assessment” to undertake a ranking. In this case only the seven most qualified companies will be selected. Companies which are not reaching min. 50% of possible number of points will be excluded.

The applicant shall submit Expression of Interest (EoI) to the following email address: [email protected] accompanied by copies of all the required documents (listed below) in PDF format on Monday, July 22nd, 2020 by by 23:59 Beirut Local Times at the latest. The subject line must be clearly marked as follows:

"Construction works / interior works related to a public administration building in Minieh Danniyeh" 

 

Please do not send technical or price offer or other documents not requested. Kindly note that complete tender documents will be sent to the qualified best ranked but maximal seven (7) companies that will be assessed as eligible by GIZ based on the information and documents submitted as specified above.
