INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

INTERSOS identifies with the core values of CONCORD, the European Confederation of NGOs; it adheres to international codes of conduct for humanitarian organisations and the values and principles expressed within those codes. INTERSOS is recognised by the Italian Ministry for Foreign Affairs, the European Commission and the principal UN agencies; it is privileged to hold an advisory status with the United Nations Economic and Social Council (ECOSOC).
INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.

 

THIS IS A TENTATIVE VACANCY

 

Job Purpose:

The Monitoring, Evaluating, Accountability, and Learning (MEAL) Officer is responsible to develop and follow-up the MEAL tools in the bases to track the quality and accountability of the project.

General duties:

  1. Conduct regular monitoring and technical support field visits to project sites in accordance with existing SOPs and the supervisor instructions.
  2. Systematically analyze and follow-up the complaint mechanism in the two bases by supporting and reinforcing the existing accountability mechanisms
  3. Develop the MEAL tools required for the correct monitoring and evaluation of the project

 

Specific duties:

(Can be adapted to the particularities of the job location and the requirement of the project. This section shall be revised whenever a new employee is hired).

1. In collaboration with Project Managers in the bases, support the development and implementation of participatory Monitoring & Evaluation tools, processes as well as the effective communication of monitoring information as per agreed objectives.

  • Development of the project M&E Plan in collaboration with PMs / Program Coordinator
  • Development of Assessment tools (such as Post Distribution Monitoring survey, process monitoring tools, etc.) in collaboration with the Project Officers
  • Support program teams and reporting officers in the analysis and systematic collection of data for the project.
  • Ensure respect of crosscutting themes (gender, vulnerable categories, data protection, etc.) across M&E activities.
  • Conduct regular field visits to technically support the base teams and monitor the projects activities
  • Under the supervision of the Head of Mission and in collaboration with the Head of Bases, participate in the logistical and administrative organization, planning and preparation of monitoring visits.

2. Ensure the reinforcement and/or development of effective and sustainable complaint and feedback mechanisms for program beneficiaries/stakeholders in collaboration with the bases Reporting officers.

  • Refine and develop (if needed) feedback and complaint mechanisms in the two bases (South and North) by supporting and reinforcing the existing mechanisms in place in line with the project activities and mission strategy
  • Ensure that clear SOPs are in place for the collection and processing of feedbacks and complaints through modalities that are easily accessible to beneficiaries
  • Ensure that data resulting from the feedback and complaint mechanism is properly archived and analyzed on a regular basis
  • Ensure that the community engagement is done in an appropriate and respectful manner, managing expectations and providing a transparent client-oriented service
  • Assist in conducting investigations (at National level) related to complaints, and producing all relevant investigation documents, if required

3. Ensure the regular reporting and learning of the MEAL activities

  • Compile and submit quality reports as directed by the line manager. Ensure that all reports are highly accurate, comprehensive, well documented and will guarantee the credibility of the program.
  • Promote the use of learning systems and events in coordination with the different departments and Senior Management Team
  • Respect and promote INTERSOS policies and report to Head of Mission any non-respect of policies amongst the teams or partners.

Professional Competencies:

  • Minimum 4 years of relevant working experience in Humanitarian field.
  • Proficient in MS office.
  • Information Management Systems expertise (e.g., Database management or data analysis software skills).
  • Strong experience in monitoring exercises, evaluations, baseline and end line surveys;
  • Reporting skills.
  • Valid driving licence.
