About the job

The Livelihoods Officer will be based in North as a member of the Livelihoods department. The Livelihoods Officer will play a key role in implementing various Livelihoods programs at Hadatha Association Community Development Center. S/he will particularly focus on conducting profiling and career counseling of vulnerable individuals in the CDC, and place  the career counselled beneficiaries in the right set of activities (within or outside of DRC), including but not limited to Work Based Learning opportunities, vocational training courses or refer them to other services etc.

The officer will also play an active role in developing high-quality career pathways for the beneficiaries and be in charge of monitoring their progress. The officer will also provide soft skills trainings for selected individuals, conduct awareness session decent work condition, as well as coordinate with relevant partners and activities within the Community Development Center.

 

Your main duties and responsibilities will be:

 

  • Actively lead the implementation of the livelihoods activities at Hadatha Association CDC in a way that ensures coherence between planned activities and commitments outlined in project proposals.
  • Lead the outreach process to vulnerable communities through municipalities, partner organization, social media, radio, and in collaboration with other DRC programs.
  • Provide individual livelihood career counseling services. Based on the beneficiaries’ need, interest and capacities, refer the person to the most suitable employment and self-employment options, vocational training opportunities, work-based learning. Provide reports on results of counseling sessions, classify and archive, ensuring beneficiaries data protection, the collected information.
  • Map livelihood actors and training service providers and engage with them in the possibility of referring participants to their trainings, cash for work project, BDS programs etc. Follow up and monitor referred participants to ensure participants successfully received the needed service.
  • Work closely with Community Engagement and Protection departments to support coordination between various project activities, as well as coordination between communities and municipalities in Akkar in order to ensure integrated programming and streamlined communication.
  • Manage monthly cash payments to apprentices while ensuring timeliness and accuracy, in coordination with the cash assistant/officer.
  • Upon needs, the Livelihood officer could also contribute in Maping employers from private sector and perform outreach to engage them in the possibility of hosting apprentices and in Identifying job vacancies and refer jobseekers by supporting employers through pre-screening of job seekers
  • Work closely with operational staff to ensure a proper management and follow up on order requests, payment requests and financial forecast of program activities. In particular, the Livelihoods Officer is in charge of all the HR and administration, including procurement, that is directly in relation with the CDC and In case needed, assist in the recruitment of qualified and experienced staff, trainers, and consultants if required.
  • Work closely with the monitoring and evaluation department to facilitate monitoring and evaluation activities to ensure program implementation is on track and of highest quality, conduct field visits to ensure a quality work, ensure that project files are maintained, archived and up to date and all reporting and referrals is done through the relevant online platforms.

 

About you

To be successful in this role we expect you to have a minimum of a Bachelor University degree; preferably related to international development, social sciences, economics, business, or education. Moreover, we also expect the following:

 

Required

 

  • 3 years’ minimum experience with INGOs, preferably in Livelihoods, or related sectors, which would include experience with the following activities:
    • Implementation of skills development and employability trainings programs
    • Social work, particularly career and personal counselling for vulnerable individuals
    • Profiling beneficiaries for vulnerability and matching them with career pathways
    • Conducting market assessments
    • Training and facilitation for staff and community groups

We offer

Contract length: until 31 December 2020 (Pending Donor Approval)

Band/Level: H2,1 equivalent to 1750 USD (depending on years of experience)

Duty Station: NOL

Start date: First of August 2020
