Job Overview/Summary:

The Child Protection (CP) Coaching Program Manager plays an important role in strengthening the technical skills of key stakeholders who provide child protection case management services in the country.  The CP Coaching Manager needs to have strong communication skills to engage and inspire a variety of stakeholders with different skills and competencies to strengthen services for children at risk, and in contact with the law.  He/she will be responsible for working closely with partners providing child protection case management to strengthen their case management processes, skills and competencies as organizations. The CP Coaching Manager needs have excellent knowledge of national and international standards when it comes to child protection case management standards and quality benchmarks.  The CP Coaching Program Manager will be responsible for supervising and mentoring the two CP Capacity Building Senior and junior Officers to ensure they too become experts on all aspects of child protection case management.

 

She/he will lead the implementation of capacity building initiatives for CP caseworkers and supervisors/mangers of CP caseworkers throughout Lebanon via peer-to-peer sessions and trainings for both government and non-governmental organizations. This includes the development of materials, facilitating monthly peer-to-peer sessions for CP caseworkers and bi-monthly peer-to-peer sessions for supervisors/managers of CP caseworkers/ The Program Manager is responsible for the monitoring and evaluation of the Coaching Program, all relevant reporting to a high standards, program visibility, budget management, and the detailed implementation plan.  

 

Major Responsibilities:

Program:

  • Ensure the strategic direction of the program consistently evolves to achieve program objectives of making services in Lebanon child centered, child sensitive and just for children
  • Strong organizational skills to manage an array of complex program activities in line with the detailed implementation plan
  • Organise structured learning sessions for a variety of stakeholders based on their needs, interests and global standards, and ensure sessions include structured learning objectives and monitoring and evaluation tools
  • Develop technical materials and tools on a weekly basis to meet the needs of governmental and non-governmental entities, using references, and creative methods to engage partners
  • Conduct workshops with partners to evaluate progress based on a joint implementation plan
  • Startup specific new interventions for outreach volunteers based on IRC and donor requirements which promote inter agenda cooperation and learning
  • Represent IRC externally to donor/partners promoting constructive and collaborative relationships, and a commitment to excellence for children
  • Take the lead on program visibility, selecting aspects of the program which meet a high standard to highlight when appropriate
  • Support other Coaching Program activities as needed, as well as other CP CM capacity building initiatives as needed both within IRC and externally for IRC partners.

 

Management & Administration:

  • Manage, supervise, and mentor the CP Capacity Building Officers, outline measures of success for each task, lead and empower officers to manage the detailed implementation plan, and invest in their development and learning to improve the technical skills within the program
  • Support the logistical and coordination requirements of the Coaching Program (including raising PRs, liaising with field procurement, and regular contact with CP case management organizations).
  • Maintain oversight of the CP Coaching Program budget by developing spending plans, tracking expenses, reviewing financial reports, and liaising with the Finance and Supply Chain departments as needed to ensure expenses are recorded accurately.
  • Excellent project management skills including team and budget management
  • Thorough and systematic oversight of monitoring and evaluation of programming activities
  • Support the CP Capacity Building Senior Officers in the implementation of sessions for partners, CP CM agencies, as well as OV’s. Balance taking the lead versus empowering the team to lead sessions with the Managers support.
  • Ensure the procurement plan and procurement tracker are updated consistently  
  • Lead and coordinate with the team on all administrative processes relevant to the program and follow-up to ensure that all relevant financial documentation is completed accurately as required by IRC Finance and Supply Chain departments.

 

Grant Monitoring & Reporting:

  • Closely monitor detailed implementation plans for all aspects of programming, to ensure standards are high, and targets are met based on donor requirements  
  • Oversee the development of a quarterly Coaching Program newsletter for review and approval by the CP Case Management and Partnerships Advisor.
  • Follow up with reporting on Activity Info and the monthly IRC Internal Beneficiary Count for the peer-to-peer sessions for caseworkers and supervisors/managers, and ensure reporting is done by the CP Capacity Building Senior Officer, inclusive of reviewing data for accuracy.
  • Assist in and provide guidance on the development of M&E tools to be regularly updated and monitored.

 

Coordination & Representation:

  • Represent IRC at numerous external coordination meetings including working groups throughout Lebanon to present program updates, donor planning meetings as needed, as well as coordination meetings with senior and junior members of partner agencies
  • Organize at minimum bi-weekly meetings with the CP Capacity Building Senior Officers to ensure proper implementation of the Coaching Program, including the OVs Coaching Project.
  • Organize at minimum bi-annual meetings with UNHCR focal points and CP CM agencies at the governorate level to ensure progress, challenges, and lessons learned on the peer-to-peer programming is shared and to receive feedback and recommendations.
  • Support the IRC Internal CM meetings and team meetings as needed and advised by the CP Coordinator

 

Other:

  • Ensure activities are done in accordance with IRC logistics policy and in a timely manner to ensure the successful implementation of programs;
  • Other duties as assigned by supervisor to enable and develop IRC programs

Job Requirements:

  • University degree in social work, Psychology, public health,
  • Three years of relevant work experience in the area of child protection
  • Management experience is mandatory
  • Child Protection experience is mandatory
  • Case management experience is mandatory
  • Experience in working with children is mandatory
  • Knowledge of the National Child Protection Case Management SOPs is preferable
  • Experience in working in NGO is preferable
  • Experience in developing and facilitating trainings/ peer to peer sessions
  • Experience in reporting is mandatory Ability to develop partnerships, network and liaise in coordination meetings
  • Fluency in Arabic and English mandatory
  • Proficient in word and excel

 

Working Environment:

Travel and other requirements: Staff will be based in Beirut, with 60% travel required to Bekaa, North and South Lebanon.
