Background/IRC Summary:

The International Rescue Committee (IRC) founded in 1933 is an international organization specializing in emergency and humanitarian programming. In January 2014 as part of IRC child protection programs, the IRC began implementing a specialized project which serves at risk and vulnerable working children in child labour, including in its worst forms (street, mechanics, and construction). Service provisions include providing psychosocial support and case management services for street and working children in Mount Lebanon, Tripoli, and Bekaa.

 

Job Overview/Summary:

The CP case worker will be responsible for providing social services ensuring in line with key child protection principles including best interests of the child, confidentiality, do no harm and child participation. The case worker will work closely with children involved in worst forms of child labor, and at-risk children, at high risk of harm providing case management services in line with Lebanon’s Standard Operating procedures, and Global minimum standards of child protection case management. You will work in and around Akkar, Minnieh, or Bekaa, conducting house visits, weekly and/or daily follow up on program cases; and monitoring children’s working hours on the street and/or in other forms of labour in line with case action plans. You will also be responsible for closely coordinating with relevant external agencies for service provision and referrals to national mechanisms to report cases of children at high risk of harm as per the National Sop’s in order to ensure the child’s best interests. Throughout the implementation of the program you will be committed to supporting the National system through coordination, exploring opportunities for collaboration, information sharing on services, in addition to adhering to National policies, legal framework etc.,

 

Who this position reports to:

The Senior Case Management Officer

 

Major Responsibilities:

  • Identify cases of street, out of school, at risk of working children, and/or children working in other forms of labor at high risk of harm;
  • Provide case management services and maintain excellent documentation of files in line with the National Standard Operating Procedures for case management & Global Child Protection Case Management Guidelines;
  • The case worker will assume full responsibility to assess the level of risk that a child is exposed to, and immediately report any cases that could evolve into high risk cases to the direct line Manager;
  • Represent IRC well by maintaining regular communication with external referral agencies for service provision, & understanding the relevant criteria;
  • Remain abreast of developments in the field of service provisions, which includes maintaining and updating spreadsheet with mapped services and focal points for service provisions;
  • Participate actively in weekly case management team meeting remaining open to feedback and self-reflection;
  • Maintain dedicated communication with all meaningful internal units within child labour and capacity strengthening teams to highlight challenges, propose solutions and monitor trends which could indicate negative or positive implications for children and their families;
  • Ensure full responsibility & accountability –for maintaining, drafting and updating reports which include case management reports, juvenile judge reports, and protection files;
  • Conduct night shift work on a rotational basis with street educators- near locations where street children work;

 

Other

  • Consistently and dedicatedly monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to the SaWC manager and liaising with external parties as required to maintain/enhance the security environment for IRC programs
  • Other duties as assigned by the supervisor and SaWC manager to enable and develop IRC programs

Job Requirements:

  • Demonstrate determination, focus and dedication to seeing through complex and time-consuming processes.
  • Excellent critical thinking skills when assessing approaches to advocating for services;
  • Comfortable working on the street and at night (on a rotational basis);
  • Technical diploma or degree in psychology, social work, human rights, or related degree preferred
  • Minimum of 2 years experience of implementing child protection programs, preferable social work or case management, in humanitarian or development settings
  • Demonstrate understanding of working with children and particularly vulnerable children
  • Personal qualities: Great teammate, flexible, solutions-oriented, network-builder, able to handle pressure well and work in cross-cultural setting,
  • Fluency in written and spoken Arabic, English speaking is a plus
  • Staunch advocate of child protection and child rights;

 

Desirable not essential

  • Experience working with street and working children
  • Experience working with Syrian, Dom and Turkmen communities
