ROLE PURPOSE

The Programme Development and Quality Manager will lead on the development of high quality programmes that deliver lasting impact for children, especially girls, based on data and evidence gathered from Monitoring, Evaluation, Research and Learning (MERL). He/She ensures that programmes are developed in accordance with the Country Strategy, and partners are engaged throughout the process in line with Plan International’s partnership principles. The position is also responsible for ensuring the quality of programmes, incorporating research and best practices to inform the quality of our work.

 

DIMENSIONS OF THE ROLE

Under the guidance and direct supervision of the Programme Director, the Programme Development and Quality will work closely with a variety of functions to ensure appropriate development and quality planning of projects and programmes, including the Business Development Manager, Technical Specialists, Programme Managers and Finance unit amongst others. He/She will line manage a MERL Coordinator and a Partnerships Coordinator, in addition to other staff if needed. He/She will also liaise regularly with Plan International’s National Offices (fundraising offices in the Plan International Federation) as required.

 

ACCOUNTABILITIES

Programme Development and Partnerships:

    Support MERL initiatives including assessments, baseline studies, research studies and evaluations in coordination with relevant MERL focal points and technical specialists;
    Develop programmatic objectives and frameworks for Plan International Lebanon in line in consultation with technical focal points;
    Support the development and update of the Country Strategy as needed, in line with national priorities and Plan International’s global frameworks, in consultation with technical focal points and in coordination with the Programme Director;
    Support the development of the annual plans and budgets as needed, based on consultations with relevant team members;
    Oversee the work on Partnerships through contributing to the identification of partners and ensuring that relevant documentation and tools are appropriately adapted;
    Support the Business Development Manager (based remotely) in developing successful concept notes and grant proposal packages through facilitating workshops with partners in Lebanon, reviewing sections and providing inputs;
    Contribute to the development of effective and efficient budgets in line with planned interventions and the annual budget.

Quality Assurance:

    Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy;
    Ensure internal lesson learning and experience sharing across programmes takes place and is integrated into programme planning;
    Ensure that gender-responsive and age-appropriate feedback and complaints mechanisms are in place;
    Support the development of technical tools and materials in coordination with relevant technical focal points;
    Promote inter-sectoral coordination to ensure a comprehensive and/or integrated response is provided to issues addressed in programmes.

    
Coordination and Communication

    Provide updates and reports to Plan Lebanon’s management team, Global Hub, relevant National Offices and donors;
    Liaise and coordinate with Programme Managers (CP, GBV/SRHR, Education, Livelihoods) as needed;
    Support Plan International Lebanon’s relationships with relevant government ministries, UN organizations, INGOs and national NGOs as needed;
    Represent Plan International Lebanon with donors as needed;
    Participate in relevant coordination entities;
    Attend regular calls, meetings, etc. as required by Plan International.

Human Resources

    Manage a small team as needed and support them through appropriate coaching, mentoring, training and development;
    Support in identifying staffing needs for programmes and recruiting qualified staff as needed.

Other Responsibilities:

Success Metrics: No violations of the corporate standards and policies.

1.    Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
2.    Complies with corporate policies and standards: Safeguarding Children and Young People Policy, IT Policy, Anti –Fraud and Corruption Policy, Confidentiality Policy, Code of Conduct, Whistle Blowing, HR Policies and Procedures. 
3.    Ensures commitment to Plan’s position on promoting girls’ rights and gender equality, and integrating this into all aspects of work.

 

KNOWLEDGE, SKILLS, AND BEHAVIOURS 

Demonstrable knowledge and understanding of:

    The context in Lebanon, particularly issues affecting the rights and well-being of children and young people, especially girls and young women;
    The Civil Society environment in Lebanon with a focus on local and national organisations working on child rights and gender equality;
    The sectors of Child Protection, Gender-Based Violence, Sexual and Reproductive Health and Rights, Education and Youth Economic Empowerment;
    Monitoring, Evaluation, Accountability, Research and Learning concepts and approaches.

Qualifications and Experience

    Minimum 5 years of professional experience in programme development and monitoring;
    Master’s degree in political sciences, international relations, social sciences or another related field;
    Strong experience in Project design and planning, both on programmatic and financial levels;
    Experience of managing and working within teams;
    Experience working with EU donors is a plus;
    Experience working on projects targeting adolescents and youth, especially adolescent girls and young women is preferred;
    Experience working on projects in partnership with international, national and local NGOs is preferred.

Skills

    Excellent knowledge of Arabic and English is mandatory;
    Excellent ability to write proposals, reports, briefing papers and research in English;
    Excellent skills in time management and problem solving;
    Good facilitation skills and ability to deliver briefings and trainings;
    Demonstrated ability to network and liaise with government structures, UN, coordination mechanisms and donors; 
    Demonstrated ability to liaise and coordinate with teams from different sectors to address issues affecting children and youth in a multi-sectoral approach;
    Flexible work attitude and ability to work independently within a small team;
    Ability to effectively communicate with a diverse and cross-cultural audience.
