Expression of Interest for Communication and M&E Support_ConTra-GIZ

Call for Expression of Interest:

Local group of consultants/company interested in providing support for the design and production of communication materials for the Construction and Training Program (ConTra) of GIZ Lebanon, as well as services for the development of a data-based Monitoring & Evaluation system.

1. Context

ConTra is part of the special initiative “Tackling the root causes of displacement, stabilizing host regions, supporting refugees” (German Federal Ministry for Economic Cooperation and Development) and implements a Construction and Training programme with the Ministry of Social Affairs (MoSA) as governmental partner. The programme involves vulnerable Lebanese citizens and displaced Syrians in the improvement of municipal infrastructure through employment-intensive construction measures. The Cash for Work activities offer a temporary job opportunity with income to the beneficiaries and thus improves the living conditions in the partner municipality. Selected participants will attend a training to qualify for long-term employment opportunities in the construction sector.
The nine partner municipalities of ConTra have been selected in cooperation with the institutional partner MoSA. During the programme duration, ConTra intends to implement in total 15 activities in Ras Baalbeck, Deir el Ahmar, Al Bohaira, Tal Znoub, Bkassine, Baadaran, Falougha, Ablah and El Qaa.

2. Objectives
ConTra seeks for support in 1) the design and production of communication materials based on a revised communication strategy, and 2) for the development of a result & data-based monitoring & evaluation system.
The consultants work significantly shapes the presentation of the programme and improves its visibility among different stakeholders, government institutions, communities and the media, both, in Lebanon and internationally. The consultant translates the work of the programme into texts, pictures and moving audio/images/videos/film clips. Based on a revision of the existing communication strategy, the company will 1) define the target groups that the programme will communicate with (e.g. partner municipalities, the political partner Ministry of Social Affairs, the commissioning party in Germany, the Ministry of Cooperation BMZ, the people who are living in and around the partner municipalities); 2) define the core messages for the respective target groups; 3) recommend the most efficient modes of communicating with the target groups (e.g. social media, print media, pamphlets, audio podcast, film). The group of consultants/company will then produce audio/video outputs and advise the programme on the most efficient mode of communication.
The second objective is the evaluation of the programmes´ impact based on the collection and assessment of data that is made available to the programme in various formats. The consultants work contributes to the production of various reports and to the final evaluation of the programme.

3. Requirements for interested consultants/group of consultants/company

a) The consultant shall have working experience in the development of communication strategies and materials, including in print design, web and media design
b) The consultant shall have experience in the production of photographic materials, podcasts and video documentation, also for social media
c) The consultant shall have experience in designing a concept which data shall be collected, and how data must be managed in order to visualize impact and support and enhance reporting
d) The consultant shall have experience in working with the construction sector or shall have experience in architecture or space planning
e) The consultant shall have experience in working with the development sector, if possible with Lebanese municipalities
f) The consultant shall have experience in producing gender-sensitive communication material, it is an asset to have experience in gender-sensitive results-based monitoring
g) The consultant shall be able to use own premises (or have access to professional equipment and applications at any time) to produce content, this includes access to a professional sound studio, the respective licensed applications for design and photo/video.

The subject line must be clearly marked as follows: “Communication and M&E Support”

Required documents including name and contact details of the organization containing the following:

1. A concept note describing the following:
a. Motivation for cooperation
b. Previous (communication related) work experience in the context of construction, with Lebanese municipalities, special planning
c. Previous (M&E related) work experience in designing a strategy of collecting suitable data to visualize impact

2. Information on the group of consultants/company, in particular:
a. A brief description of the relevant projects that were implemented including information on donors/partners and amount of award
b. The registration paper of the company / consultant / NGO
c. Organigram and staff structure (number of employees, functions outlining the expertise in communication and M&E / Data Management)
d. Organizational history (founder, founding history, founding purpose, mission and vision)
