Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.
World Learning has an immediate vacancy for a medium-term consultancy position named “Instructional Designer / Moodle expert” for the USAID-funded Quality Instruction Towards Access and Basic Education Improvement (QITABI -2) in Lebanon.

Scope and Primary Responsibilities
The “Instructional Designer / Moodle expert” consultant on course design based on the Moodle platform will be working in close coordination with QITABI 2’s Director of Programs and any other person designated by the QITABI 2 management. The delivery of the consultancy will require a level of effort of 60 days extended over 6 months. S/he will be able to:
- Provide advice on designing and creating online training courses and experiences based on best practices in pedagogy and andragogy
- Develop guidelines and standard formats for self-paced, instructor guided, and instructor-driven online courses
- Evaluate and provide recommendations to improve the design of training modules
- Provide technical guidance to supporting the development of digital content while bringing in international best practices
- Develop self-paced, instructor guided, and instructor-driven online courses and course materials based on Moodle
- Support in training to convert face-to-face training courses into self-paced, instructor guided, and instructor-driven online courses
- Perform quality checks on created courses to ensure compliance with quality assurance guidelines for distance training
- Support in providing advice, designing and implementing activities related to remote training at large
Qualifications
- Master's degree in educational technology or related field, preferred
- 5+ years of experience using course authoring tools
- Strong background in education
- Proficiency with Moodle Course Creation
- Familiarity with copyright laws and Creative Commons
- Knowledge of various online assessment techniques and methods
- Familiarity with Moodle, Teams, Google Classrooms
- Can produce online materials as SCORM and/or HTML 5 files with tracking or XAPI
- Experience in the training of adults
- Familiar with website design, video technology and editing
- Excellent written and oral communication skills in both English and Arabic
- Understanding of varied learning styles
- Knowledge of assessment and evaluation methods
