Job Description

Purpose

The Protection Officer implements protection, GBV prevention and response interventions and contributes to the overall CARE programing in Lebanon.  This position will work directly with Social Development Centers (SDC’s), Community based Organizations, and women – girls- boys and men community members in Beirut, Mount-Lebanon (ML), and the North (Tripoli, Akkar). The Protection officer will organize and implement GBV prevention and response activities with a focus on gender equality and women’s and girls’ empowerment. S/he will engage with CBO’s, women and youth led organizations and municipalities and other stakeholders in order to ensure safe and dignified referrals and access to quality services for women and girls. The protection officer is responsible to maintain effective communication with communities, local authorities and other actors as well as key protection and non-protection organizations.  This position is also responsible for organizing community events, awareness raising skills building and PSS activities in close coordination with other implementing partners.  

Key Responsibilities

Responsibility #1: Project Implementation

  • Plan and implement protection activities with a focus on gender and GBV interventions in line with CIL, international and sector guidelines – such activities include skills building activities, psychosocial support, identification and referrals, awareness raising, positive parenting etc
  • In coordination with CIL program staff strengthen the internal referral mechanism and ensure proper referral and follow up to economic empowerment and livelihood interventions as well as to other protection services such as in kind/voucher support for high risk cases
  • Provide information on available services, identify, and refer cases at risk to relevant stakeholders in line with Inter Agency referral standards.
  • Provide structured and non-structured PSS activities tailored to the needs of women and adolescent girls.
  • Manage helpline calls, provide information, support awareness raising and two ways communication through the helpline and other communication channels.
  • Plan and launch community awareness on key protection issues, GBV, protection, prevention of child marriage, access to specialized services and rights through interactive sessions, media campaigns, IEC materials etc
  • Promote risk communication and community engagement in a regular manner (FGD, KII, community committees, surveys etc) to better understand the priorities and needs and incorporate into implemented activities.
  • Work closely with the Protection Manager to prepare comprehensive action plans, including resources, timeframes and budget for implemented activities
  • Ensure that all supplies are sufficient for projected activities and prepare purchase requests and orders when needed in a timely manner.
  • Organize and conduct outreach activities with support from outreach volunteers, utilize and disseminate community engagement messages on key priorities as identified by the protection team.

Responsibility #2: MEAL (Monitoring, Evaluation, Accountability and Learning)

  • Report on existing MEAL plans and program quality activities e.g. project quality meetings, and learning events in a timely manner (weekly, monthly etc);
  • Ensure project data and achievements are reported on a weekly basis and feed into the monthly indicator tracker.
  • Support the implementation of monitoring and evaluation activities in coordination with the Protection Manager and the MEAL team.
  • Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and data protection principles.
  • Ensure the confidentiality of beneficiaries’ data as per established guidelines.

Responsibility #3: External Representation

  • In close collaboration with the Protection Manager, ensure CARE representation in the relevant technical coordination meetings at field level, as well as liaise with external actors (local authorities, national/international NGOs, etc.).
  • Maintain a strong and supportive relationship with regional MoSA offices, representatives, municipalities, and SDC staff.
  • Coordinate with other protection and GBV actors at field level ensure CIL representation in referral pathways and other relevant coordination mechanism.

Reporting

The Protection officer will report to the Protection Manager on weekly achievements, challenges and recommendations and s/he will contribute in quantitative and narrative reports according to donor’s and CIL requirement. 

Educational Background

Bachelor’s degree in public health, social science, humanitarian affairs or similar. Candidates with background in social work and case management are encouraged to apply.  

Proven Experience

Minimum of 2-years experience in social work especially protection and GBV sector with an understanding of the Lebanese socio-economic context and how it affects both refugees, migrants and host communities. Good understanding of community dynamics and proved experience in in community engagement

Experience and knowledge of GBV core concepts safe identification and referrals.

IT Skills

Excellent knowledge of MS Office software including Excel, Word and Power point.

Languages

Proficient in Arabic and English

June 15, 2020 – January 30, 2021.
