ABAAD PURPOSE:

ABAAD is a non-profit, non-politically affiliated, non-religious civil association that aims to achieve gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD seeks to promote women's equality and participation through policy development, legal reform, and gender mainstreaming, engaging men, eliminating discrimination, and advancing and empowering women to participate effectively and fully in their communities. ABAAD also seeks to support and collaborate with civil society organizations that are involved in gender equality programs and advocacy campaigns.

JOB PURPOSE:

The Monitoring & Evaluation (M&E) Officer will be responsible for the overall intervention monitoring and evaluation of project deliverables and indicators; assessing and measuring impact; and troubleshooting for the FACEBOOK-ABAAD project titled: Ensuring Women & Girls’ Access to Digital Safety and Security. 

The 7-month project, implemented in the countries of Lebanon, Jordan, Iraq, and Egypt, aims at identifying threats that hinder women & girls’ access to digital security tools on FACEBOOK platforms (FACEBOOK, Instagram, and WhatsApp); as well, as identifying means to leverage security tools to provide a safe space for women & girls online.  Project is divided into two phases:  During Phase I, ABAAD would need to identify, map, and interview local community-based organizations (CBOs) in selected countries to identify gaps and needs relating to women & girls’ access to digital security and safety.  In Phase II, ABAAD – along with identified local entities – will develop online content and campaigns to promote women & girls’ online safety and security. 

REPORTING LINES: Post holder reports to Project Coordinator and coordinates with MEAL Team.

KEY RESPONSIBILITES:

The PO will be responsible for the following:

• Working closely with the Project Coordinator (PC) and Project Officer (PO) with the implementation of the grant at a regional level.
• Coordinating and liaising with the project team; as well, as creating relevant and needed monitoring & evaluation tools and data-bases.   
• Coordinating and liaising with the Technical Consultants and Experts on the assigned grant deliverables. 
• Assisting in the development/drafting of the four [4] regional roadmap objectives and planned country initiatives; and the data collection & monitoring tools and datasets. 
• Following-up with delegated duties and responsibilities to ensure timely reporting to FACEBOOK.
• Assisting with the day-to-day administrative needs of the grant; including: workplan, reports, and troubleshooting.
• Development of lessons learned document. 

KEY DELIVERABLES:

• Mapping exercise in selected countries.
• Key informant interviews (KIIs) with identified CBOs.
• Development of Country & Regional Specific Roadmaps [4].
• Development of digital security content for Phase II:
  • Digital training content.
  • Online safety & security guidelines.
  • Initiative & campaign materials.

SKILLS AND COMPETENCIES:

• Bachelor Degree in Social Sciences, Marketing, or Business. Master Degree is a plus.   
• Minimum 3-5 years of relevant experience in field of monitoring & evaluation.
• Strong facilitation, communication, and interpersonal skills.  
• Commitment to human rights, gender equality, non-discrimination and GBV principles.
• Ability to work under pressure and in crisis situation, as individual and in a team.
• Ability to work across socio-cultural and religious contexts.

• Belief in ABAAD’s mission and vision & values.
• Languages: Fluency in spoken and written Arabic, English and French are a plus.
• Strong knowledge in Social Media platforms.
• Able to troubleshoot and mitigate challenges.
• Team-player and strong initiative.

Must be computer literate, including Microsoft Word and Excel.
