The Lebanon Country Programme (CP) 2017-2021 combines emergency preparedness, humanitarian response, resilience and development support in a politically, economically, socially and security complex environment. The CP is designed around 3 integrated and inter-related outputs (i.e. RH, Gender/GBV and youth) with an overall goal of improving access to reproductive health /family planning services and mitigation/prevention/response to Gender Based Violence (GBV). Attention to population dynamics and gender are supportive strategies and the programme targets the most underserved populations, especially women and youth/adolescents including refugees, marginalized and vulnerable groups.

With the COVID19 outbreak compounding the already dire and challenging situation in Lebanon, UNFPA is providing immediate assistance to alleviate the implications of the situation on women and young girls in particular in what concerns their access to reproductive health and protection from GBV. This assistance is delivered mainly through UNFPA’s partners across the country and in close collaboration with the line ministries and governmental institutions as well as in partnership with UN agencies and organizations.

Based on the above and in order to ensure promotion of UNFPA’s work on all media platforms, development and dissemination of key messages, adequate and sound visibility for donors and partners, production of knowledge products and tools, handling public relations, preparing press releases among other, all linked to mainly UNFPA’s COVID19 response as well as regular development work, UNFPA is looking to engage a communication consultant for a period of 3 months.  

Scope of work: (Description of services, activities, or outputs)

Under the direct guidance and supervision of the UNFPA Head of office and in close collaboration with the country office team, the Communication is expected to deliver the following services:

  • Feed in regular updates on the UNFPA Lebanon website to reflect the issues, developments and achievements of the CO’s work;
  • Manage UNFPA Lebanon official social media platforms with continuous updates of messages, knowledge products, achievements and partnerships;     
  • Ensure promotion of success stories and best practices through various means such as national/social media, local/international partners, donor reports, newsletters, etc as well as with the UNFPA Arab States and the UNFPA Communication Branch at HQ New York;
  • Prepare concept notes/TORs for developing communication elements and products and take the lead for guiding their execution with creative suppliers; 
  • Ensure optimal communication flow and coordination between the Lebanon Country Office, the Regional Communication Adviser, and Media and Communication Branch at HQ office in NY as required; 
  • Work with the UNFPA country office and partners to provide guidance and support for marking international events and occasions of relevance to UNFPA such as the International Youth Day, World Population Day, etc;
  • Participate in the ASRO editorial, UN Communication Group, RCCE COVID, and RCCE COVID external communications weekly meetings and ensure UNFPA input, activities, photos, etc. are updated and documented.
  • Contribute to weekly UN key messages as necessary, as well as joint press releases, campaigns, products, and production with partners;
  • Collaborate with UNFPA programmes teams on key messages and produce relevant infographics to be disseminated regularly online;
  • Work together with UNFPA programmes and partners on the ground to ensure delivery of photos, quotes and relevant information to be shared and disseminated online;
  • Liaise with designers and production houses to produce and disseminate posters, leaflets, illustrations, videos, etc. in collaboration with programme teams;
  • Contribute to the regional ASRO newsletter, COVID-19 sitrep, Syria hub sitrep, donor reports, partners communication reports among other; and
  • Promote government and donor visibility for all products, activities, events supported by UNFPA and its implementing partners.  

Duration and working schedule:

3 months: Mid-June to Mid-September 2020 (with possibility for extension based on need and mutual agreement)

Place where services are to be delivered:

Flexible working modality consisting of a combination of “work from home” as well as “office based” (downtown Beirut) depending on the situation in the country (i.e. COVID19 outbreak, instability, etc).
The consultant may be required to carry out field visits to regions where UNFPA supported projects are being implemented countrywide.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

  • The consultant will ensure meeting deadlines as requested
  • The outcome the consultant is responsible for shall be delivered electronically and/or hard copies depending on the guidance
  • The knowledge products/reports will be delivered in English and/or Arabic as requested
  • A final consultancy report will be submitted at the end of the assignment 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

  • The consultant will develop a workplan with deadlines to be updated regularly
  • The consultant will prepare weekly summary updates to be shared with the head of office through emails
  • The consultant will meet all deadlines for the required tasks

Supervisory arrangements:

The consultant will work under direct supervision of the UNFPA Head of Office .

Required expertise, qualifications and competencies, including language requirements:

Education: 

Advanced degree (Masters level) in Communication, Media, Global Development, Journalism, Social Sciences, Marketing, Public Relations or an equivalent University degree that is directly relevant to UNFPA’s mandate;

Knowledge and Experience:

  • Minimum 4 Years of professional relevant experience preferably with some experience in an international organization;
  • Excellent knowledge of media and media relations;
  • She/he should be proven team player with excellent inter-personal communication skills;
  • Excellent written and oral communications and editing skills both in English and Arabic. French is an asset;
  • A thorough understanding of the UN system in general, and most particularly of UNFPA mandate, its policies and operations and current development topics and political issues;
  • Ability to work well under deadline; keen understanding of the country’s culture, history and political context; familiarity with or knowledge of communication approaches in strategic planning, development, execution, and M&E;
  • Computer literacy and proficiency in current office software applications; and
  • Experience in webpage updating and in writing newsletters

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

The UNFPA CO will avail a workstation including laptop to the consultant as well as access to internet, office equipment (phone, fax, printer, etc), access to building, security equipment, among other. A work mobile home will be provided to the consultant.
