Chemonics International is an international development company based in Washington, D.C. Project Background

USAID’s $80 million CSP (2018 – 2025) is designed to provide a broad range of support to underserved and vulnerable communities to improve the delivery of essential services and enhance economic opportunities, primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No. 3 (TO 3), the project is providing technical assistance to municipalities, civil society organizations (CSOs), the private sector, and other entities to increase their capacity to provide key essential services and ensure the sustainable impact of those services. The main objective of this five-year task order is to support Component 3 (capacity building) of the CSP program by delivering technical assistance to enhance the sustainability of CSP interventions under Component 1 (community stabilization support) and Component 2 (community development support), and, if required, under future task orders.

Summary of Position

The experts will assist the TO 3 team in delivering technical assistance to partner communities and organizations. The technical assistance may come in the form of standard trainings, on-the-job trainings, troubleshooting, and the provision of technical assistance tools such as guidelines, tip sheets, policies, procedures, and checklists that improve the functioning of targeted organizations.

Specific Duties and Responsibilities

Work closely with the TO 3 team to design and deliver capacity building and technical assistance interventions in line with the program’s established goals, purpose, and strategic priorities

Qualifications

  • Bachelor’s degree required, master’s degree preferred, in one of the following areas of study:
      • Electro-mechanical engineering
      • Legal consulting, especially in the field of cooperatives
      • Ecotourism
      • Agricultural engineering or related sciences
  • At least five years of work experience in any of the above sectors
  • Proved ability to work collaboratively across diverse sets of stakeholders
  • Experience working in Lebanon, preferably in the North, South, and Beqaa regions
  • Fluency in spoken and written Arabic and English required

Eligibility Criteria

Interested individual experts must have the ability to enter a short-term technical assistance (STTA) contract and have a satisfactory performance record and record of integrity and business ethics.

Current government employees or individuals appearing on the “List of Parties Excluded from Federal Procurement and Non-Procurement Programs” are not eligible to apply.

Location of the Assignment

The expert will work with CSP’s TO 3 team at its main office in Sin el Fil and will be expected to travel to field locations throughout the North, South, and Beqaa Valley to design and deliver technical assistance.

Reporting

The experts will report to the TO 3 municipal manager and CSP’s capacity building managers.
