EXTENDED - Water and Wastewater Sectoral Expert

Project Description

The specific objective of the project is the implementation of conditions for the sustainability and financial equilibrium for water and sanitation operators in order to improve the quality of service provided to users through capacity building and specific studies. The program will be part of a process of changing the sectoral approach from the establishment of infrastructure to access to a sustainable service. The specific goal is split into three sub-goals:

• Support the implementation of priority reforms of the water and wastewater sector and build capacity of Water Establishments (WEs);
• Support the maturation of infrastructure projects  in line with the national water and wastewater strategy;

• Strengthen institutional dialogue and sectoral coordination.

Job based: Lebanon- Beirut 

Activities :

MISSION A : Support sectoral dialogue and coordination- sector monitoring :

• Facilitate understanding of the different donors interventions via consistent communication;
• Sectoral monitoring and capitalization, shared with the relevant stakeholders;
• Sharing and valorization of the documents produced by the sectoral Observatory;
• Support the framing and prioritization of the institutional capitalization’s themes in coordination with the Project Manager, the Ministry of Energy and Water and the Water Establishments;
• Support the preparation of the inter-donors sectoral reviews (WEs and Council for Development and Reconstruction (CDR), Observatory and Study Fund);
• Support the preparation of the coordination meetings and the events related to the programme’s execution.

MISSION B : Procurement and contract management

• Technical support to the recruitment process of the long term team (TA) and the short term experts (prepare calls for tender, prepare and validate Terms of Reference, prepare tender documents, evaluate the bids and contract negotiation e in coordination with the TA team and AFD staff);
• Support technical analysis of the audit and the program evaluation reports;
• Support the program’s communication campaign;
• Support the preparation and update of the procurement and financing plans;
• Technical follow-up of the contracts.

MISSION C : Programme supervision 

• Supervision of the long term TA contract;
• Analysis of the action plan;
• Review of the program’s technical execution reports;
• Preparation and validation of annual reports;
• Support the conformity check to AFD’s procedures;
• Support and participation  in the different monitoring-evaluation meetings (monthly technical committee, quarterly steering committee);
• Drafting of internal (AFD) reports on the project progress;
• Support contract management and follow up on payments.

Job Requirements and info :

Experience and qualifications :

• Lebanese nationality or a valid Lebanese working permit;
• Academic background in civil or environmental engineering (Masters level) or equivalent;
• At least 5 years of experience among which at least 3 in project management or assistance for the management of Technical Assistance programs in the water and wastewater sector. Experience in development programs with international donors is a plus;
• Solid experience in the water and wastewater sector and its stakeholders, especially in Lebanon;
• Experience in the sectoral coordination of local and international actors;
• Knowledge of public policy dialogue.

Required knowledge and capacities:

• Proficient user of oral and written Arabic, French and English;
• Solid capacities in oral and written communication;
• Work experience in an international company or organization;
• Proficient user of softwares and informatics (MS Office©).
