Evaluation consultant

Review board: Siren is establishing a review board of subject-matter experts to provide regular, external oversight on a complex, multi-year, systems change project in the Lebanese public sector. Siren has a comprehensive in-house Research, Monitoring, Evaluation and Learning (RMEL) team that oversees project quality, progress and effect on a daily basis. Siren will establish this external review board to provide regular, expert advice and feedback, which will add a further layer of transparency and accountability to project activity, as well as provide invaluable information to inform decision-making.  

Siren is seeking an evaluation consultant who will support the RMEL team and project delivery team with sporadic evaluations throughout the project cycle. These evaluations will be done independently from the RMEL team, and thus will add a layer of transparency and accountability to findings. Further, any findings from the evaluation consultant can be used to corroborate RMEL data. Siren expects the consultant to brief these findings, and subsequent recommendations etc., to the project and RMEL teams, at relevant quarterly review boards as agreed in advance.  

Scope of role The evaluation consultant, in agreement with Siren RMEL team and project directors, will conduct regular evaluations of core project components, outputs and outcomes over the course of project delivery, and at project close-out. These evaluation activities will support on-going project adaptation, reflection and learning.  

The evaluation consultant will provide these evaluations at agreed time periods. Siren will facilitate access to all necessary documentation and/or data enumerators where necessary to support proposed evaluation activities.   

Profile description 

Essential 

• 15 + years’ in the development field as an M&E, (or purely evaluation), practitioner.  
• Previous demonstrable experience of delivering standalone evaluations of complex projects 
• Direct experience in the design and/or implementation of development programmes 
• Excellent qualitative and quantitative skills 
• Past experience working with major international and bilateral donors  
• Extensive knowledge of Lebanese political, social and economic context 
• Experience working on security sector or public sector reform projects 
• Fluent written and spoken English 

Desirable 

• Experience working on, or evaluating, CSSF projects highly desired  
• Arabic language skills
