Review board: Siren is establishing a review board of subject-matter experts to provide regular, external oversight on a complex, multi-year, systems change project in the Lebanese public sector. Siren has a comprehensive in-house Research, Monitoring, Evaluation and Learning (RMEL) team that oversees project quality, progress and effect on a daily basis. Siren will establish this external review board to provide regular, expert advice and feedback, which will add a further layer of transparency and accountability to project activity, as well as provide invaluable information to inform decision-making.  

The Human Rights advisor will fulfil a technical role on the board, and will review and support quality, human-rights mainstreamed project, research and M&E and learning activities.  

On a quarterly basis, Siren expects the board to review key project (including research and M&E) documentation from the previous quarter, as well as items for the coming quarter where relevant, and then convene a workshop with project stakeholders to collaboratively discuss challenges, opportunities, innovations and adaptations for the next quarter.  

Siren has integrated human rights into the project both in the initial design and theory of change, but also through related outputs, outcomes and desired impact contributions. Additionally, a human rights focus is central to many of the project’s research and learning outputs.  

Scope of role The Human Rights advisor will be expected to do the following – or similar – tasks, which will be agreed at contracting stage: 

  • Review key research outputs and/or upcoming research designs to ensure human rights mainstreaming  
  • Review key M&E reports (baseline, monitoring reports etc.) or upcoming plans for key reports to ensure human rights mainstreaming, and to work through results from a human rights perspective  
  • Review results framework and ensure measurement of specific indicators and/or indicator progression to assess achievement of human rights aims or objectives, as well as quality of reporting.  
  • Present feedback to key project stakeholders and discuss potential improvements or challenges in terms of human rights mainstreaming and/or achievement of results on certain workstreams, potentially in conjunction with GESI advisor 
  • Support project stakeholders as requested to adjust activity to be more human rights responsive in relation to specific context or operational change, as appropriate and relevant to project activity 
  • Coordinate with other colleagues on the review board to discuss project progress and performance and any overlapping thematic areas, including key human rights challenges  
  • Conduct targeted, short trainings or mentoring sessions with key project stakeholders where there are identified needs or requests. 
  • Any other reasonable tasks related to human rights concerns on the project that are requested by the RMEL lead or project manager.  

Profile description 

Essential 

  • 10 + years’ experience working on human rights issues on development projects, ideally with proven experience in mainstreaming human rights concerns into project design, research approaches, and M&E frameworks and evaluations.  
  • Advanced degree and relevant demonstrable professional experience in the area of human rights 
  • Considerable experience implementing programming within a rights-based framework  
  • Previous experience advising on human rights considerations on large scale, complex projects or programmes  
  • Past experience working with major international and bilateral donors  
  • Extensive knowledge of Lebanese political, social and economic context 
  • Fluent in English and in Arabic  

Desirable 

  • Experience working on security sector or public sector reform projects high desirable 
  • Experience working with CSSF  
  • Previous publications on human rights
