1. Background of the Project

The Republic of Lebanon represented by the Ministry of Agriculture (MoA) has received a grant from the International Fund for Agricultural Development (IFAD) toward the cost of the Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL) Project and intends to apply part of the proceeds of this Grant for the recruitment of Consulting Services provided by an Individual Consultant as part of the Post of: Supervisor engineer on the implementation of irrigation networks for hill lakes.

The Project Coordination Unit (PCU) in the Ministry of Agriculture in AgriCAL project shall seek the services of a supervisor engineer on the implementation of the irrigation networks for two (2) hill lakes Ehmej and Deir el Mokhaless.

The purpose of this consultancy is to provide services for the supervision of the installation works of irrigation network for two hill lakes and to ensure that these works are carried out according to the approved plans, the agreed time schedule and that the quality requirements are respected. The Consultant shall provide supervisory work that includes the follow up on site activities during the whole implementation phases.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

- The university degree in civil or water (hydraulic) engineering.

- The number of years of experience in water projects.

- The number of years of experience in the construction and / or supervision of irrigation network projects

- Very Good Communication skills and ability to work in a team.

- Proficiency in English and Arabic.

The attention of interested Consultants is drawn to IFAD’s policy on conflict of interest situations that must be avoided as described in IFAD’ Project Procurement Guidelines – September 2010.

A Consultant will be selected in accordance with the Consultant Qualifications Selection (CQS) method set out in IFAD’ Project Procurement Guidelines – September 2010.

1. Background of the Project

The Adaptation Fund Board approved in June 2012 the Full Sized Project Grant entitled “Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL)” submitted by IFAD. The Project aims to increase community resilience and adaptive capacity to climate change in the Project Area. The objective of the Project is to support the implementation of climate change adaptation measures in the agriculture sector in the Project Area through four components: (i) increased water availability and efficient use through water harvesting and irrigation technologies; (ii) increased adaptation to climate change for crop production; (iii) increased resilience of shepherds and small ruminants to climate change through sustainable rangeland management; and (iv) climate index insurance initiated, policy influenced and lessons learned and shared through a knowledge management system.

The Green Plan (GP) is the responsible entity to implement the first component.

 

2. Scope of work and expected outputs/deliverables

The Green Plan will implement the installation of the main irrigation network for ten (10) hill lakes: Ehmej (Caza of Jbeil), Ain Bnayeh (Caza of Baalback), Menjez (Caza of Akkar), Kfarchouba (Caza of Hasbaya), Zrazir (Caza of Baalback), Barqua (Caza of Baalback), Deir Mkhalles (Caza of Chouf) – Kernayel (Caza of Baabda), Beit Lif (Caza of Bent Jbeil) and Kaykab (Caza of Hermel)

The Project Coordination Unit (PCU) in AgriCAL project shall seek the services of a supervisor engineer on the implementation of the irrigation networks for two (2) hill lakes Ehmej and Deir el Mokhaless.

The purpose of this consultancy is to provide services for the supervision of the installation works of irrigation network for two hill lakes and to ensure that these works are carried out according to the approved plans, the agreed time schedule and that the quality requirements are respected. The Consultant shall provide supervisory work that includes the follow up on site activities during the whole implementation phases.

The Consultant and the Contractor and the Contracting Authority Team shall cooperate and support each other to ensure smooth implementation.

 

 

3. Tasks and responsibilities

The Consultant shall supervise all works and activities on-site during all the implementation phases of the installation of irrigation networks for both hill lakes, ensuring that all tasks are carried out properly. This includes:

a) Technical assistance during the supervision of works in Ehmej and Dier El Mokhaless hill lakes

- Conduct the field visits to undertake this assignment for both sites with the Project Team and give technical assistance to the team on the supervision of similar works during all the implementation phases of the installation of irrigation network in both sites.

b) Supervision works

- Follow up the works very closely in order to record and inform in writing the Contractor and the Contracting Authority in a timely manner about any deficiency or irregularity or claims from the municipality and the residents noticed during construction which may create disturbance or disorders and about the measures to be taken to resolve this deficiency. The Consultant shall keep records of these irregularities and claims.

- To supervise directly the work progress carried out by the Contractor to ensure full compliance with the design and the technical specifications (quantities and qualities) of the Contract. The consultant shall additionally take periodic photographs during construction works.

- Approve the delivery of all the materials needed for the works execution, the construction techniques and the work plans and ensure that the used materials are according to the specifications.

- Ensure that the Contractor is conducting all the required tests on the different materials being used on the project as per international standard practices and approve these tests and keep records of these tests.

- To issue orders to the contractor(s) of works, to stop, remove, or improve any work which is not in accordance with the approved design. Whenever considered necessary or advisable to instruct correction of defective work, the consultant may require inspection or testing of such work, whether or not such work is then ongoing, installed, or completed.

- To ensure that the implementation process complies with the agreed time frame.

- To ensure that all safety and health regulations are respected during the implementation phase.

- To provide information and the necessary clarifications to the contractor of works during the implementation period.

- To organise meetings with the Contractor and the Contracting Authority when necessary.

- To review permanently the work methodology of civil, electrical and mechanical components of the scheme and suggest amendments / recommendations wherever required.

c) Variation Orders

The Consultant shall act as faithful representative of the Contracting Authority and he / she cannot commit any change to the works without the prior approval of the Contracting Authority.

- Review the Contract Documents and suggest suitable amendments / recommendations if required, and prepare variation orders resulting due to changes in the design / route alignments of pipelines or any other component of the scheme.

- To inform promptly the Contracting Authority at any potential variation Orders and any unexpected increase in costs or any risks for delays.

- Review variation orders and claims provided by the Contractor and make appropriate recommendations to the Contractor and the Employer.

- Obtain agreement and approval from the Contracting Authority prior to any order implicating variation in the quantities or in the scope of the contracted works.

d) Submittals of the Contractor

- To review and approve that the request of payments, invoices and progress and completion reports submitted by the contractor of works are in accordance with the initial bill of quantities and correspond to actual work completed on site as per the contract. 

- To review, approve or disapprove the shop drawings and as built drawings samples to determine compliance and conformance with the requirements of the contract documents.

The intended start date of the works for both hill lake is expected to be May – June 2020 and the period of implementation of the contract will be around 2.5 months.

The expected number of field visits is 40 working days for both hill lakes. (2 field visit / week / Hill Lake for 2.5 months).

e) Technical assistance related to other networks installation

At the Request of the Project Manager, the Consultant is expected to undertake fifteen (15) field visits for potential additional supervision work for the installation of irrigation network for other hill lakes.

During these days, the Consultant is expected to give all the necessary solutions and measures for potential clarifications.  

The Contracting Authority will not cover the cost of any equipment needed by the Consultant to undertake the assignment.

 

4. Deliverables and expected Outputs

The Consultant shall submit two (2) reports upon the implementation of 30% and 60% of the works and a final report. These reports shall be submitted for each site.

The progress report shall contain two parts:

Part 1: Narrative Part

- Detailed description of the implemented works.

- AutoCAD Drawings of the implemented works and PDF Format.

- Description of the problems encountered and the recommended measures. 

- All documents issued during the implementation of these works including but not limited to quality assurance documents, test results and certificates of materials.

- All correspondence between the Consultant and the Contractor including but not limited to variation orders.

- A work plan for the followings steps in the implementation.

- Other information, as may be required by the Consultant.

- Photographs showing clearly the work progress covering the different phases of the implemented works.

 

Part 2: Financial Part

- A table showing the Work progress according the Bill of quantities and the work plan.

-Final Report:

Upon completion of the works, the Consultant shall, in addition to the topics of the progress report, detailed the recommendations for the implementation of similar works.

 

5. Time Frame

The Consultant shall submit in English the three (3) deliverables for each site to the Contracting Authority in three (3) hard copies each in color and three digital copies each according to the following time frame:

Progress Report # 1: within 10 days upon the completion of 30% of the works.  

Progress Report # 2: within 10 days upon the completion of 60% of the works. 

Final Report within 15 days upon the completion of the works. 

The above are in addition to any reports required as part of Section 4(e) above.

 6. Expert qualifications and profile

- At least a Bachelor university degree in civil or water (hydraulic) engineering.

- At least of ten (10) years of experience in water projects.

- A minimum of five (5) years of experience in the construction and / or supervision of irrigation network projects (of amount exceeding US$ 200,000). This experience shall be demonstrated;

- Previous experience with the Public sector is a plus.

- Very Good Communication skills and ability to work in a team.

- Fluency in English and Arabic.
