Syria/MENA Program

ICMP Syria/MENA program aims to establish the foundations for an effective and sustainable mechanism to address the issue of the missing in a future post-conflict Syria. The program will focus on the following:

1) contributing to increased understanding among victims, civil society and key stakeholders regarding processes, standards and rights of victims and survivors who are involved in accounting for missing persons;

2) establishing the conditions to launch a participative process of data collection that empowers and engages families of the missing; and

3) increasing the capacity of Syrian families, legal experts and other stakeholders to foster an impartial and law-based approach to accounting for missing persons in post-conflict Syria.

The primary stakeholders of the Syria program are families, in particular women, with relatives missing from the conflict, who are currently displaced in neighboring countries and, also where possible, those who are still in Syria.

Position Background

The Grant Coordinator is responsible for ensuring effective oversight and resource mobilization for ICMP grants/reporting targeting the Middle East North Africa (MENA) region. This is a full-time position (40 hours per week).

Under the overall guidance and supervision of the MEAL Officer, and working in close cooperation with the Grants Manager in HQ, the main duties of the Grant Coordinator will include the following:

  • Support the drafting and analysis of all reports originating from ICMPs Syria/MENA program on operational activities and constraints;
  • Ensure timely responses to all donor requests regarding current ICMP operations and contract modifications – including both programmatic (narrative) and budget related compliance;
  • Research and identify opportunities to mobilize resources for ICMP activities in the MENA region;
  • Maintain a calendar of funding opportunities – including deadline dates, required materials, etc;
  • Establish and maintain an internal system to chart the status of grant applications;
  • Coordinate the submission and drafting of funding applications to sustain ICMP activities in the MENA region;
  • Support with data collection, and data entry as assigned;
  • Assist in analyzing and compiling data to measure the progress and impact of projects’ activities;
  • Other related duties as assigned.

 

Requirements

  • Education in business administration, management, international relations, public administration, economics or other relevant area. Specialization(s)/Professional Designation;
  • Five years of relevant experience in in Monitoring, Evaluation and Reporting;
  • Proven experience in project management;
  • Planning and organization skills with the ability to define goals and timelines, identify priorities and adjust workplans as necessary;
  • Excellent conceptual, documentation and presentation skills, including report writing;
  • Strong analytical and decision-making skills;
  • Experience in data collection and data analysis;
  • Prior experience or in-depth understanding of the Syria conflict and the region is an advantage;
  • Excellent planning and prioritization skills, including the ability to think and operate strategically;
  • Discretion, tact and professionalism.

Mandatory requirements

  • Legally entitled to work in Lebanon;
  • Proficiency in Microsoft applications, including Word, Excel and Power Point;
  • Professional fluency in written and spoken English and Arabic; Turkish and/or Kurdish is desirable;
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Ability to travel at short notice and to work flexible hours including weekends and evenings;
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner;
  • Physical and mental resilience, with the ability to operate effectively in hostile environments;
  • Willingness and ability to work and live in hardship conditions with limited infrastructure and personal privacy.
