Job Summary

This is a Senior Management position in Concern’s Protection Programme; the purpose of the position is to provide technical and management oversight for the development and implementation of a Protection Programme in Akkar and Tripoli T5 districts. With the guidance of the Protection Programme Manager, the position will lead the field management of the team members (PSS and Case Management) and the projects implementation, and represent the organization among protection actors in the region. The position will be based within the Concern Halba office, but with frequent travel to the project sites and Beirut for representation during National Working groups, with Donors and in other humanitarian forum.

Duties and Responsibilities

Programme Planning, Design, Development

 

  1. With the support of the Protection Programme Manager, provide strategic direction and planning for the programme in line with Concern Worldwide’s Policies & organizational strategy, sector strategy, the government’s strategy and donor requirements.
  2. In collaboration with the Protection Program Manager design and  adapt protection activities in accordance with the protection strategy, organisational learning (through MEAL system) and international standards; (including but not limited to: community-based protection, awareness raising and training, engaging men in addressing gender based violence, youth and child focused protection activities, livelihoods focussed protection activities, and case management)
  3. Ensure that programme targets are reached in accordance with agreed programme objectives and as per contracts with donors and in line with the overall programme approach
  4. Provide technical support, staff guidance and input, and produce materials to improve protection sessions on an on-going basis, as is required in the programme.
  5. Ensure that all resources (technical, financial, HR) are in place to implement the different projects of the Protection programme in accordance with the work plans and realistic timeframes and milestones agreed with contractor and donors
  6. Support in the review, revision and roll out of new PSS manuals with staff, in line with project objectives
  7. Carry out regular field visits to attend the PSS sessions and review the approach through participatory methodologies involving beneficiaries and other stakeholders in the areas of intervention, with the aim of establishing and/or verifying emerging needs, gaps and priorities, and communicate these to the Programmes Director as part of a continuous programme review and improvement process.
  8. In collaboration with the Protection Program Manager, prepare M&E tools and data collection methods based on the programmes results based framework, donor requirements and reporting needs, which contributes to continual learning and program quality;
  9. Train the Protection Team on the M&E tools and methods, and provide follow up support as required.
  10. Support in the design and implementation of a service mapping
  11. Support co-ordination and information sharing with NGOs pertaining to referrals and activity co-ordination
  12. Maintain regular communication with external referral agencies for service provisions

 

 

Case Management Supervision

 

  1. Supervise and coach case workers on the identification, assessment, documentation, referral (to relevant services) and follow-up of women survivors of GBV and at-risk children and families (Case Management)
  2. Conduct alone and / or support the case workers in family visits and outreach activities if necessary.
  3. Manage, coach and orient the Case Workers;
  4. Coordinate the work of case workers in their respective areas and ensure that work is completed according to SOPs, guidelines and standards;
  5. Supervise and monitor individual and collective action plans/safety plans for beneficiaries developed by Case Workers;
  6. Support and provide guidance to case workers on complex cases – as needed;
  7. Ensure that case workers respect confidentiality and follow ethical guidelines

 

 

Project Management

  1. Develop weekly, monthly and quarterly work plans which reflect timely implementation of activities, as requested by the Protection Programme Manager ensure the follow up.  
  2. Lead and manage the Protection Field Team to successfully achieve the programmes objectives and timeframes
  3. Under the guidance of the Protection Program Manager, ensure that the program is being implemented in accordance with objectives agreed with the donor, Concerns’ policies and best practices.
  4. Ensure that vulnerability criteria for selection of programme areas and project participants are applied and adhered to 
  5. Ensure the implement on the systematisation of the internal/external  referral procedures
  6. Ensure the establishment/maintenance of accurate files and records in a safe and secure way – in line with data protection requirements  and donor compliance

 

 

Staff Management

 

    1. Lead and manage assigned staff to successfully achieve the programmes objectives and timeframes, contributing to their capacity building and career development.
    2. Lead  the recruitment of Protection staff as directed by the Protection Programme Manager
    3. Oversee the supervision of Protection volunteers daily activities in the field and in the office;
    4. Provide technical support and on-going on-the-job training and coaching to staff, including in particular a thorough induction at the start of their contract.
    5. Ensure all team members have accurate job descriptions with clear objectives and identify and facilitate training when required.
    6. Coach all assigned team members to ensure they fully understand outcomes which are expected of them, through Concern’s Performance Development Reviews system (PDR’s)
    7. Evaluate Protection staff’s work performance in accordance with Concern administrative procedures.
    8. Ensure that all staff is aware of, and comply with Concern’s policies and procedures both programmatic and systematic.

 

 

Reporting and information Management

  1. Support the Protection Management Team in establishing & maintaining accurate files and records in a safe and secure way – in line with data protection requirements 
  2. Ensure all Case Management related M&E tools are utilized, information collected, analysed and actions taken to ensure quality service provision;
  3. Ensure proper documentation of cases and follow-up processes; Document and report the cases closed.
  4. Reporting: Collect, compile and analyse monthly reports from the  team
  5. Participate and ensure participation of case workers in peer-to-peer or other capacity building initiatives implemented at the sector level;

 

Financial Management

  1. Assist Protection Programme Manager in the budget planning, revision and management on a regular basis in coordination with the Finance team to ensure that the Protection expenditure is accurate.

 

Other

  1. Support in assessing, training and mentoring local partners, as relevant, in order to strengthen local capacity and sustainability.
  2. Represent Concern in interagency forums and Protection working groups as requested, and co-ordinate protection activities with stakeholders
  3. Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.
  4. Participate in the design and application of Quality and Accountability initiatives (i.e. Complaints Response Mechanism).
  5. Support in Rapid Need Assessment (RNA) and response through mobilisation of Protection staff (regularly trained on the RNA tools and methodology) in collaboration with CWW’s RNA focal point.

 

Skills, Qualifications, and Experience Required

  • Degree in Psychology, Social Work, etc
  • 5+ years working experience in Protection, 
  • 3 years management experience, preferably with an NGO or UN agency
  • Strong written and spoken English mandatory, fluent in Arabic
  • Strong computer skills, specifically in Microsoft Office, Word, Power Point and Excel
  • Ability to be pro-active with tasks and duties, foreseeing challenges and delays
  • Minimum of two to three years’ experience of implementing child protection and SGBV programs preferably,  social work or case management, in humanitarian or development settings;
  • Counselling and training experience with NGO/INGO organization, including for at least 2 years of experience in Case management for CP and survivors of SGBV.
  • Knowledge of concepts of SGBV and CP;
  • Knowledge of protection principles in humanitarian aid;
  • Awareness and knowledge of protection international best practices including IASC GBV Guidelines & SOPs
