Construction works related to environmental measures at public schools

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project Sustainable Facility Management at public schools (SUFA) in Lebanon. As part of this project GIZ intends to award two different contracts for construction works related to environmental measures at public schools in Lebanon. The scope of work includes:

1. Concrete and metal works (high quality in precast concrete, sun shading structures, etc.).
2. Leveling and earthworks: terracing, fence, retaining walls.
3. Landscaping amenities installation: green roof, Xeriscape, Softscape (soil amendments, plants transfer, etc.) and Hardscape.
4. MEP design and installation: heating system, irrigation system, rainwater harvesting structures, automated irrigation systems, stormwater runoff management, lighting, solar panels, etc.
5. Sports facilities: sports surfaces and sports equipment.
6. Recreational spaces: gardens equipment and maintenance, outdoor games and park items, etc.

Two different tender procedures will be launched. The selected companies will be able to take part of the two tender procedures but will only be granted one contract. The two tender procedures from invitation to tender until signing of contract are expected to take place between March 2020 and August 2020. Construction works are expected to be performed and completed approximately within 6 months from signing of contract.

To qualify for consideration in the tender procedure, interested companies are required to submit and fill out the Questionnaire for Construction companies/contractors and to submit the following information and documents for eligibility assessment:

1. Official letter expressing interest
2. Company details including full company name, full address, phone and email
3. Copy of company registration certificate
4. Company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the works, each for the last three (3) years,
5. Proof of membership at the Lebanese Contractor’s Syndicate under category “Special Building” (المباني المتخصصة) for projects between 0.5 and 5 million USD.(http://www.lcsyndicate.com.lb/web/Qualifications.aspx?ID=5 )
6. Evidence of ownership of equipment and machinery necessary to execute the works or evidence of possibility to hire the same
7. Annual total turnover for each of the last three (3) years
8. 3 references of similar projects such as playgrounds, parks, gardens, and water and energy efficiency solutions. Specify the total works value.
9. Statement on commitment for: i) respecting environmental and social standards (ILO), ii) ensuring the dedication to the project timeline.
