Architectural/Engineering Services for planning and construction supervision related to Establishing the New City Garden Nursery, Tripoli

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project New City Garden Nursery Tripoli. As part of this project GIZ intends to award a contract for architectural/engineering services at Tripoli, Lebanon.

As part of this, GIZ UDP_NL programme, in cooperation with the Municipality of Tripoli, intends to establish the new City Garden Nursery dedicated to improving the urban public greenery in the city. For this purpose, the Municipality of Tripoli has assigned a new plot of land with an area of approx. 4900 sqm. The agricultural municipal department will be in the lead for defining the infrastructural requirements of the new location and after completion in operating and maintaining the facility. To assure a holistic and comprehensive implementation GIZ UDP_NL program is also seeking advice from external agriculture and garden experts.

For the architectural and engineering services related to the design, planning, tendering and supervision of works, GIZ represented by the UDP_NL Team intends to contract an architect/engineer or architectural /engineering consultant firm with provable experience in agriculture or landscaping projects.

The scope of work includes:

As per the first rough concept the Nursery shall be equipped with (not limited to):

1. small administrative and social facilities for the staff/workers
2. material and equipment storage facilities
3. outdoor and greenhouse planting areas
4. water supply and appropriate irrigation system
5. composting area
6. service roads and tracks
7. etc.

Beyond this it was also discussed with the stakeholders that the new Nursery could serve as a nursery park for botanical education.

In order to achieve the professional implementation of the project the consultant shall perform all architectural and engineering services related to the planning, design, building permission, tendering and supervision of works in a time efficient and professional manner.

Tender procedure from invitation to tender until signing of contract is expected to take place between February and March 2020. Architectural services related to the design and tendering are expected to be performed and completed approximately within max. 3 months from signing of contract. The implementation of construction work is expected to be executed from July to December 2020.

To qualify for consideration in the tender procedure, interested consultants/companies are required to submit and fill out the Questionnaire A12 including the following information and documents for eligibility assessment:

1. Official letter expressing interest
2. Company details including full company name, full address, phone and email
3. Copy of company/office registration certificate
4. Copy of valid registration at the Order of Engineers and Architects (license or the like required to perform the works)
5. Company profile including the number of employees (permanent / temporary in total) mentioning their job position/qualification for the last three (3) years.
6. References for agricultural or landscaping projects of similar nature as specified above performed within the last five (5) years (minimum 2 reference projects).
7. Total value of services / works of similar nature as specified above in the last five (5) years.
8. Annual total turnover for each of the last five (5) years (minimum 70.000,- USD / year)
