BACKGROUND INFORMATION

As part of ABAAD’s major pillars of intervention, in collaboration with the Ministry of Education and Higher Education (MEHE) and Center for Educational Research and Development (CRDP), ABAAD is working towards mainstreaming gender into educational curricular in Lebanon.

This study is aimed to draw lessons from the target group and educational institutions that are run by the MEHE. The country- level analysis is of necessity, based on existing documents, in particular those online, it doesn’t give a clear picture of the situation looking at it from the gender lenses. Therefore, a fuller understanding has to be obtained, particularly on perception and knowledge issues. Though there will be limitations to the study, there is also a possibility to identify general achievements and typical gaps and constraints; to draw learning for the future. This study will also identify ways in which gender mainstreaming processes and tools can be further strengthened.

 

Programme Overview:

ABAAD – Resource Center for Gender Equality is a non-profit, non-politically affiliated, non-confessional association founded in 2011. ABAAD aims to achieve gender equality as an essential condition to sustainable peace, democracy and social and economic development in the MENA region. ABAAD seeks to promote gender equality through policy development, ending gender-based violence, empowering women and providing protection and support services through a holistic care approach to GBV survivors during times of peace, war and disasters.

As a resource center, ABAAD also seeks to collaborate with, support and build the capacities of both civil and public organizations that are involved in gender equality, democracy, human rights, SRHR, MHPSS, case management and protection programs.

 

ABAAD envisions a world in which men and women live as equitable partners and work together to secure better lives for their future. Women are effectively empowered and participate in democratic processes that affect their lives and their communities. In this world, there is no violence or discrimination and people live in freedom, dignity and peace. Women have fair access and control to all social, economic and natural assets and resources and are able to pursue their happiness.

 

 

CONSULTANCY OBJECTIVES, PURPOSE & EXPECTED RESULTS:

The objectives for the study are to:

  1. Review country level planning process and existing institutional and partnership arrangements to support the development strategies to address gender issues within education sector plans, and the factors that have influenced their effectiveness,
  2. Assess the social norms and the family dynamics within the Lebanese society. Within these, explore the role and contribution of international Development Partners and the specific contribution of mainstreaming gender into educational curriculum in Lebanon.
  3. Analyze the tools and procedures (Framework Document, Assessment and Endorsement Guidelines and Indicative Framework) from a gender perspective; examining their influence on educational plans and planning processes to date and assessing their adequacy (a) as an advocate for Lebanon to mainstream gender into national education curriculums and (b) as a means of assessing the addressing of gender in such plans.
  4. On the basis of the above findings, develop recommendations on (a) whether the educational curriculum can be enhanced with regard to gender, and; (b) how to maximize the potential contribution of this study to supporting gender- sensitive education.

METHODOLOGY:

The study will be undertaken through desk review, primarily using secondary available data online. A standardized data collection template will be developed for collecting data for Focus Group Discussions (FGDs) and KAP (Knowledge Attitude and Practice) surveys and Key informant interviews (KIIs). A set of guidelines will be set for these and for undertaking the subsequent analysis, cross- comparison and synthesis of data.

TOOLS: (4Ws)

Who:

  • Interviews will be conducted with Teachers and directors (Across the general, technical and higher educational levels) to determine their knowledge and perception of gender mainstreaming, and how much they are exposed to gender issues.
  • Interviews will also be conducted with parents and caregivers to understand their view about mainstreaming gender into educational curriculum across the educational levels in Lebanon.
  • Students will also be interviewed to determine their knowledge of gender and its impact in their daily educational pursuits, it will also be an avenue to know their perception about gender issues.

    Note: Target group will include: Major educational stakeholders, teachers, parents/caregivers, and students of school age.

    Where: This study will be conducted in public schools, across Lebanon (General, Technical and Higher education institutions).

    When: February 15, 2020 till May 30, 2020

    What:

  • Guidelines will be developed to conduct the study,
  •  FGDs will be organized at the educational centers, Key informant interviews (KII)will be conducted with major stakeholders,
  • KAP survey will also be conducted across Lebanon which will determine next steps to mainstreaming gender into educational curricular.
  • A standardized data collection tool will be developed
  • EXPECTED RESULTS

    At the end of the study, it is expected that there will be:

  • Analyzed data from the interviews, and the survey to determine next steps in mainstreaming gender into educational curriculum
  • The gap present will be identified and roadmaps will be developed to close them, using the gender lens.
  • A checklist will be developed with the result of the study to guide implementation.
