Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under three main programmatic pillars, including Active Citizenship and Good Governance (ACGG), and Economic Justice (EJ).

 

The ACGG program aims to support women and men, particularly youth, to exercise civil and political rights, to influence decision-making and support more accountable, effective governance particularly in relation to respect for fundamental rights, access to services, resource distribution and gender equity.

Th EJ program aims to empower women and men, especially youth, to cope with the effects of economic poverty, and have greater access to and control over productive economic resources for sustainable poverty reduction.

 

The Project Manager will be part of Oxfam’s ACGG team. S/he will manage an integrated ACGG/EJ project that will promote decent work and sustainable business development in Bekaa, Lebanon.

Job Purpose

 

Oxfam will implement a project titled “Promotion of Decent Work and Sustainable Business Development in Bekaa, Lebanon.”

 

The proposed project aims to contribute to a decent and economically sustainable business environment for displacement-affected populations in Bekaa, Lebanon. The project includes three clusters of activities: 1) empower a local network of Civil Society Organisations (CSOs) to influence practices and policies related to decent work, 2) convene an informal network of private business development organizations and professionals with strong decent work capacities in Bekaa, and 3) improve working conditions and accessible decent job opportunities in Micro, Small, and Medium Enterprises (MSMEs) in Bekaa.  

 

The Project Manager position will lead and is accountable for all the programmatic, management and partnership aspects of the project. As a key role within the Oxfam Lebanon Country ACGG team, the position will be based in Beirut, with regular travel to programme sites in the Bekaa region. He/she will oversee effective management and relationships with relevant external stakeholders, manage interventions throughout the project cycle, including budget management, lead in preparing and developing high quality programme plans, including MEAL and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, and enhance internal and external learning and representation.

Key Responsibilities

 

Project Cycle Management & Programme Quality

  • Lead on the day-to-day activity implementation through the development of workplans, spending plans, and procurement plans;
  • Monitor the implementation of the project regularly, ensuring partners’ participation as appropriate;
  • Promote monitoring and evaluation and programme quality, by supporting the design and adaptation of monitoring frameworks, monitoring tools, and review and follow-up on findings, support learning reviews and evaluations, ensuring that learning from monitoring and evaluation informs continuous quality improvement of the project, and the design of future projects;
  • Provide robust monitoring of budgets and project spending trends, and propose budgetary adjustments;
  • Lead on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning.
  • Lead on the design, management, and follow-up of all activities related to the sub-granting component of the project (launching of the call, development of the evaluation criteria, coordinate with the external evaluation committee, communicate the results, develop contracts with the sub-grantees, and follow-up on the programmatic implementation and spending of sub-grants);
  • Ensure that donor contractual requirements are fulfilled, including by partners, with reference to the General and Technical conditions of the Grant Agreement and internal regulations, throughout the entire project period;
  • Lead on preparing progress reports for the donor in collaboration with partners, technical coordinators, funding coordinator and support teams, while ensuring that narrative reporting meets Oxfam and the donor’s requirements;
  • Lead on the organisation of an inception-kick off meeting, program planning and review meetings, spending and financial review meetings;
  • Report regularly, verbally and in writing to the ACGG Coordinator on a regular basis on programme progress;
  • Ensure that risk management and contingency planning are included at all stages of the programmes;
  • Ensure that the intervention is based on a rights-based approach and mainstreams gender;
  • Ensure Oxfam’s Programme Management system (OPAL) is updated and relevant;

 

People Management and Collaboration

  • Recruits and line manages one Senior Project Officer;
  • Report regularly and in writing to the ACGG coordinator, and work closely with both the ACGG and EJ Coordinators and other team members;
  • Work with consultants (e.g. research consultants, digital designers, and trainers) in implementing different components of the project;
  • Work closely with the HR, finance, and logistics teams;
  • Work closely with the Grants and Compliance team to ensure effective and timely reporting;
  • Ensure staff are compliant with key internal procedures including security requirements and code of conduct;
  • Solicit appropriate training and learning opportunities for team members in line with their performance objectives and ensure regular coaching of staff;
  • Oversee performance management and staff development of team members, and provide necessary and timely feedback to all staff being directly managed;
  • Ensure the physical welfare and well-being of staff directly assigned to the project.

 

Partner Relations Management

  • Lead on project partnership relations and day-to-day communication;
  • Support partners in planning, implementing, and monitoring project activities;
  • Responsible for ensuring partners receive relevant capacity building and support in line with mutually agreed capacity building plans.

 

External representation

  • Serve as primary project representative to partners, and Oxfam team (internal representation);
  • With the support of the ACGG and EJ coordinators, represent Oxfam with the donor, on all project matters;
