Purpose:
Plan International Lebanon is seeking a Finance Coordinator with demonstrated experience in the INGO sector, in support to Plan International’s programme in Lebanon. While back office support is being provided by Plan Egypt, there is a need for a Finance Coordinator to be based in Beirut and be responsible for timely and accurate accounting, supporting in internal and external reporting and compliance with internal Plan and external donor policies and requirements. This new role will allow Plan Lebanon develop further with greater levels of support for programming across Lebanon through partner organizations.

The Position: Plan International Lebanon was established in 2016 and has programmes throughout the country (Beirut, Mount-Lebanon, South, North and Bekaa). While back office support is being provided by Plan Egypt, there is a need for a Finance Coordinator who will be responsible for following on Partner Agreements, contracts & payments, as well as filing and reviewing of all financial records, in addition to supporting in Financial Reports (monthly/quarterly/yearly).
The Finance Coordinator will:
Finance:
- Monitor programmes’ burn rate and support the development of pipelines, expense trackers, accruals and spending projections.
- Supports and/or leads in cooperation with FM in the preparation of designated project audits.
- Monitors programmes’ budgets from SAP and/or system, after receiving proper training from regional finance and Finance Manager.
- Support the Finance Manager in the annual budgeting process for Plan Lebanon.
- Reviews monthly billing and reimbursements.
- Ensure all advances are closed and relevant documentation required by IH departments has been sent.
Partners’ Financial Management:
- Work closely with the Program Support Officer from a financial perspective to support on assessing and vetting new partners;
- Participate in meetings with existing partners in Lebanon to ensure financial requirements and policies are in place
- Assess capacity building needs and provide training and technical assistance in financial management to local partners in coordination with Finance Manager
- Ensure internal audits are carried out regularly with partner organizations
- Ensure that partners’ reports and supporting documents are adequately reviewed and in line with Plan’s and the donor’s regulations and policies.
Human Resources:
- Reviewing work of Finance Officer, in terms of calculating and paying employee salaries and taxes and other tax reporting.
- Coordinating with HR focal point as needed.
General Administration:
- Reviewing reporting to the MoF as required in coordination with Finance team
- Reviewing reporting for VAT claims in coordination with Finance team
- Approves bank reconciliations in coordination with Finance team
- Approves petty cash reconciliations
Other:
- Ensure proper recordkeeping and efficient filing of all records including data collection, reports, official correspondence etc.;
- Support existing programmes as needed;
- Attend calls, meetings, etc. as required.
This job description covers the main tasks that are anticipated. Other tasks may be assigned as necessary.
Requirements:
- University Degree in Finance, Accounting or related field
- At least 5 years of relevant experience working with INGOs in Lebanon inc. experience reporting to donors – EU, USG, DfID, et al.
- Experience of relevant accounting packages and operating systems inc. SAP
- Knowledge of developing/maintaining financial internal control and risk management concepts and systems
- Demonstrated knowledge and understanding of international accounting standards for the NGO-sector, donor regulations and compliance issues related to management of donor funds
- Knowledge of applicable local laws and regulations (NSSF, taxes, etc.)
- Experience with preparation of external audits desirable
- Ability to work within a small team
- Excellent written and oral communications in Arabic and English mandatory.
- Adherence to Plan International’s Child Safeguarding Policy, Code of Conduct/Prevention of Sexual Abuse & Exploitation (PSEA), and other relevant humanitarian standards and policies.
