Job Summary:

CARE International in Lebanon (CiL) is part of a regional response to the Syrian Crisis to meet the immediate and most urgent needs of those who have fled Syria and provide support to local vulnerable host populations. Working with partners in WASH, Shelter, Protection, Livelihoods and economic opportunities in the North, South, Beirut, and Mount Lebanon Governorates CARE has a special emphasis on working with women and girls as a pivotal force for social change.
Working Conditions:
This position will be located primarily in an office environment in Beirut. Also, frequent visits to the field will be required. Working areas include but are not limited to South, Mount Lebanon, and North Lebanon.

Education & Certifications:
- BS in Management, statistics, social sciences or equivalent (as a minimum)
- Masters degree is preferred
- Certification and/ or extensive training in Monitoring & Evaluation is essential
Minimum Education Level:
Bachelor’s Degree
Proven Experience:
- Minimum 3 years’ experience in NGO
- Minimum 2 years of experience ideally in Monitoring & Evaluation.
- Proven experience in the INGO working in the humanitarian sector
- Demonstrated writing skills and ability to do research/collect data.
- Experience designing and implementing evaluations and/or M&E systems.
- Demonstrated awareness and sensitivity to gender and diversity; experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner; and capacity to make accurate self-assessment particularly in high stress and high security contexts.
- Experience in alternative and participatory evaluation methods such as Most Significant Change, Outcome Mapping or Participatory Action Research is an asset, but not a requirement.
- Good understanding of humanitarian principles and humanitarian processes
IT / Software / Technical Skills:
Knowledge and familiarity with MS offices, statistical packages, data collection tools (such as Kobo)

Detailed Responsibilities & Tasks
- Monitoring and Evaluation of Projects
- Support the development of M&E plans, indicator matrices, and data collection processes with the technical team

- Produce quality descriptive and analytical qualitative and quantitative MEAL reports
- Ensure proper planning and implementation of all monitoring and data collection tools
- Support MEAL team and oversee their activities
- Advice the MEAL Manager in recruiting, training and managing projects MEAL staffs and interns
- Provide input to the new formulated tools and other MEAL activities
- Assist in reviewing data bases and data tracking tools of diverse projects in order to maintain data quality for collating reliable and consistent data which meets minimum reporting requirements of donors and CIL
- Accountability, learning, and Research
- Ensure data quality to meet minimum reporting requirements of donors and CIL
- Ensure Core Humanitarian Standards are mainstreamed through program design and implementation via MEAL framework and running relevant trainings
- Feed in and maintain the system to track the hotline/ complaints system
- Lead research initiatives (including the lessons learned)
- Liaise with project staff to ensure smooth data flow
- Closely work with partners MEAL systems and ensure they are aligned with CiL’s MEAL framework
