About the job

The Evidence Generation Manager will be responsible for the creation and implementation of DRC’s evidence generation program in Lebanon, which will aim to link program-generated information with analysis, advocacy, and information management systems including the Referral Information Management System “RIMS” to present evidence based information to drive programmatic change and response services for refugees and host populations. The Evidence Generation Manager will design data collection systems and/or adjust existing ones, lead on generation of information products, contribute to their dissemination. The role will also be expected to feed into reporting and other evidence generation exercises. 

Your main duties and responsibilities will be:

  • Follow up closely on contextual developments to propose new thematic areas of focus to research to the Protection Coordinator and the Senior Management Team.
  • Lead on developing, adjusting, and rolling out of data collection tools and methodologies including determining relevant samples.
  • Matrix manage teams of roving evidence generation staff in field offices to mobilize data collection and coordinate with programme teams to expand reach of relevant evidence collection.
  • Monitor and review data collection methodologies and quality of information collected in to change, update, and improve research tools and systems in collaboration with Protection Coordinator.
  • Oversee the conduct of referrals, information sessions about available services, and the provision of support to identified cases in need of immediate protection assistance
  • Lead on developing capacity building plans and implementing training for data collection staff, other protection teams and relevant partners.
  • Work together with the information management and MEAL units for designing and creating tools within DRC’s Information Management systems, cleanup and extraction of data
  • Produce unique and contextually relevant thematic reports highlighting key protection issues and trends in coordination with Protection Coordinator, Economic Recovery Coordinator, RIMS (DRC-led humanitarian common Referral Information Management System) Specialist, Safer Community Manager, Advocacy Advisor, Area Managers, Head of Programs, and other stakeholders.
  • Work with protection monitoring organizations to harmonize indicators and research topics, avoid duplication, and provide meaningful data contributions to the Lebanese response.
  • Participate in data collection and information sessions in order to ensure quality of data collection and reporting.
  • Work in close collaboration with other sectors to ensure that information collection and reporting is integrated across all sectors.
  • Support Protection Coordinator and Advocacy Advisor in the development of position papers and other information products to inform response and advocacy.
  • Support in donor reporting and development of new concepts for future programing.
  • Review of information dissemination material and sessions to ensure regular updates and improvement of information dissemination methodologies and content.
  • Support with dissemination of material to relevant coordination bodies, working groups and other national and local fora, as well as donors
  • Maintain effective working relationships with UNHCR, INGO, government authorities, and other key stakeholders to ensure active coordination, collaboration, and information dissemination.
  • Undertake other tasks as requested by the Protection Coordinator.

About you

To be successful in this role we expect you to have Advanced University Degree in Social Sciences, International Relations, Human Rights, Law, or related field.

Required

  • Minimum of four years’ practical experience in research or protection monitoring, working for INGOs in humanitarian settings. 
  • Excellent knowledge of research/protection monitoring methodologies, experience in development and roll out of data collection tools.
  • Proven experience in protection analysis including familiarity with human rights and other international legal frameworks and ability to interpret, analyze and synthesize information in a face paced environment.
  • Demonstrable experience producing protection reports under tight deadlines using both qualitative and quantitative research methodologies.
  • Familiarity with MS Word, Excel and other data analysis software.
  • Strong interpersonal skills including the ability to work collaboratively in a multi-cultural environment as well as independently.
  • Proven experience in capacity building of teams including development of training materials.
  • Excellent organizational skills, ability to prioritize, and attention to detail.
  • Fluency in English is essential, ability to communicate and write in Arabic is an asset.
