SAWA for Development and Aid is a Civil Society Organization founded initially as a spontaneous initiative in December 2011 to respond to the arrival of the first 40 Syrian families displaced from Syria into the North of Lebanon.

This initiative then grew to include individual activists, locals and internationals, who worked together (literally meaning ‘SAWA’ in Arabic) to share their knowledge and exchange their experiences in order to support Syrians, internally displaced or refugees in neighboring countries, united by their belief in their right to live in dignity, freedom, and to be active individuals in their communities and wherever they are.

SAWA sees itself as part and parcel of the society, and that it is on a continuous learning journey based on a participatory relationship at all levels with the communities that it works with, whether host or displaced, as well as with local and international partners.

SAWA believes that humanitarian, developmental, and civic work has to always strive to achieve social justice, and so it aims to work with individuals and communities through holistic interventions towards a society based on democracy, pluralism, and the values of citizenship and human rights. 

About the Job:

The Grants Officer is the facilitator for multiple projects and keeps an overview of all projects implemented under the Programs Department. S/he brings support to and acts as a liaison to facilitate the flow of information between project teams and their managers. The Grants Officer takes responsibility for supporting all stages of the project cycle management and plays a central role in supporting project implementation teams based at the field to deliver high impact projects that meet their objectives on time and on budget. 

 

Essential Duties and Responsibilities:

 

  • Draft and review grants, grant budgets, programmatic and financial reports, and grant payment documentation. 
  • Maintain accurate and complete files of grant documentation. 
  • Review and approve all documentation by technical team and contractors. 
  • Control and oversee grant application, approval, implementation, and close-out processes. 
  • Upgrade the due diligence system.
  • Revise and update the program compliance system.
  • Work closely with project managers and keep track of the progress on all projects across the different areas. 
  • Act as a rotational PM when needed.
  • Perform grant management functions such as budget amendments and plan changes.
  • Monitor the projects inventory.
  • Monitor grant budgets and expenditures to ensure targets are met. 
  • Ensure program activities follow SAWA rules, regulations, and policies. 
  • Monitor all administrative and financial details concerning issuance of grants. 
  • Coordinate with donors and oversee the execution of their grant, including tracking milestones, procurement, payments, compliance, working with technical staff on timelines and deliverables, and ensuring proper files are kept. 
  • Review and upgrade procurement processes for all grant activities to ensure transparency and fair selection. 
  • Monitor grant activities during the execution and implementation cycle to ensure delivery and disposition of goods and services. 
  • Provide continuous assessments of grant performance delivery against project objectives.
  • Conduct comprehensive final review and close out of grant activities. 
  • Review and consolidate project budgets as well as track payment progress. 
  • Review and consolidate project work plans and raise an alarm on critical projects in case of inability to meet designated timeframes. 
  • Coordinate in finalizing project evaluation and selection criteria.

 

Competencies and Skills:

 

  • Ability to achieve operational objectives by providing information and recommendations to strategic plans and reviews. 
  • Ability to plan, organize, prioritize, coordinate, multi-task, meet deadlines, and work with attention to detail. 
  • Solid project management skills. 
  • Project planning, organizing, and management techniques.
  • Ability to successfully initiate and maintain positive relationships with communities and NGOs. 
  • Skillful in time management and setting task priorities. 
  • Strong interpersonal skills and ability to deal effectively within a team environment. 
  • Excellent knowledge of English and Arabic. 
  • Excellent reporting, communication, and interpersonal skills. 
  • At least 3 years of grant management experience, including strategic planning, program operations, and systems management. 
  • Experience in program development, donor compliance, monitoring, evaluating, and reporting.
