Job Profile
A. Required qualifications, competences and experience
1. Qualifications
University degree (BA or Masters) social science, political science, gender and women studies, development studies or other relevant field. Training in Gender Mainstreaming, Project Management, M&E, Moderation, Advocacy, and Media Campaigns is a plus.
2. Professional experience
5 years’ experience in development projects within governmental or non-governmental organisations
2 years of experience in gender mainstreaming and women empowerment preferably with a focus on women’s political participation
experience in good governance and especially local governance is an asset
experience working with governmental and/or civil society actors (NGOs, CBOs etc.)
experience with M&E and report writing (e.g. project progress reports)
experience with event management, organizing workshops and conferences is needed
experience in awareness raising methods, especially with social media is an asset
Prior experience working with or in cooperation with GIZ an advantage
3. Other knowledge, additional competences
fluent in English and Arabic. German language skills an advantage
good working knowledge of ITC technologies and computer applications, especially MS Office (Word, Excel, Outlook)
very good people skills and strong team player
networking skills
very good personal work organization
able to travel if required within Lebanon or to other countries
B. Responsibilities
The position holder is responsible for:
Supporting the project management using GIZ´s management model “Capacity Works”
Supporting project implementation at all levels
Coordinating with partner organizations and supporting ensuring the quality of partners’ products
Preparing subject matter and product relevant material (reposts, articles, presentations etc.) for internal and external use
Support monitoring the projects progress according to GIZ rules & regulations
Support Coordinating local short-term experts and consultants
Supporting international expert and consultant missions to Lebanon with knowledge input, logistical assistance and translation services
Supporting the project management in internal and external communication of the project, responsible for all communications in Arabic
In this context, the position holder fulfils the following tasks:
C. Tasks
1. Supporting the project management using GIZ´s management model “Capacity Works”
The Junior technical advisor:
supports regular updates of management tools such as actors mapping, capacity development matrix, operational plan and others
provides inputs to all management tools as required
assists in developing and designing concepts for new project components
2. Supporting project implementation at all levels
The Junior technical advisor
assumes responsibility for activities as to be defined
advises the project management and project partners in technical issues related to gender mainstreaming and women empowerment in local (decentralized) governance in Jordan
advises the project management and project partners in technical issues related to advocacy and awareness raising of women leadership and political participation
advises the project management and project partners on creating and sustaining networks and dialogue forums
supports quality control of all outputs under his/her responsibility
supports coordinating national events (seminars, workshops conferences)
3. Coordinating with partner organizations and relevant stakeholders
The Junior technical advisor
supports coordinating regular meetings, exchange formats, workshops, reports, etc. with all national project partners
supports advising project partners in technical and sectoral issues
supports keeping oversight and follows up on the implementation through partners
assists in identifying potential partners and stakeholder for new project components
maintains a good relationship with all project partners as well as other relevant national stakeholders such as ministries, civil society, media etc.
4. Supporting monitoring the projects progress according to GIZ rules & regulations
The Junior technical advisor
supports the constant maintenance of the impact-oriented monitoring system for LEAD regionally
supports progress monitoring, results based monitoring and evaluation of activities based on work plans, concept notes and the impact matrix of the project
collects all relevant data and feeds it into the monitoring system
produces regular monitoring reports
reports monitoring results back to partner organizations and other team members
5. Supporting managing local short-term experts and consultants & supports international expert and consultant missions to Lebanon
The Junior technical advisor
supports drafting TOR for local and international short-term experts and consultants
prepares consulting missions technically and logistically, including translation services for international experts
prepares knowledge inputs and provides local context
supports ensuring quality of mission outputs (reports, etc.)
6. Supporting the project management in internal and external communication & knowledge management of the project, responsible for all communications in Arabic
The Junior technical advisor
supports all communication related work of the project, including the preparation of factsheets, inputs to specific knowledge management tools, website, presentations, etc.
assists with translation to and from Arabic, as required and/or ensures that the quality of translated documents is at a very high standard
ensures that all relevant documents are archived in the document management system (DMS) of GIZ
keeps track of developments and news affecting the sector (local governance and women empowerment) and disseminates relevant information to other team members
prepares presentations, inputs, etc. for meetings, workshops or conferences
acts as PR and communication focal point for the project, and coordinates with the GIZ Lebanon PR and communication department on all matters related to visibility, dissemination and PR matters.
Description of the programme:
Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ), on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), implements the programme ‘Strengthening Women in Decision Making in the Middle East’ (LEAD).
In order to promote a more balanced involvement in local development, the programme aims at strengthening women’s political and effective participation in decision-making in selected communities in Lebanon, Jordan and the Palestinian Territories.
It works in three complementary fields of action:
1) Promoting women in local politics and local government; 2) Promoting a gender-sensitive environment in local governance through the implementation of recommendations resulting from gender audits in municipalities;
3) Supporting gender platforms and networks that coordinate the objectives and activities of concerned actors and civil society (in Lebanon and regionally).
These fields of action are aligned with the Lebanese national strategies and objectives and are being adapted in a flexible manner to the country’s specifics.
Currently an additional module is being prepared, in addition to the existing LEAD programme’s components.
The topic of gender based violence will be probably added to the programme’s overall scope.
