The Alliance2015 Partnership, represented by lead agency ACTED, CESVI, Concern and Hivos, is running a program that aims to address root causes of conflict and instability in Lebanon, through the creation of sustainable income generating and livelihood opportunities for vulnerable populations. Over three years, Alliance2015 partners will work directly with 1,800 individuals, 18 Social Development Centers (SDCs) and at least 27 Micro, Small and Medium Enterprises (MSMEs) across Lebanon.

The integrated program targets vulnerable communities with economic inclusion activities through three main pathways:

(A) Building the capacity of SDCs leads to an improved delivery of livelihood-related services;

(B) Improving the technical and soft skills of vulnerable individuals to ensure increased participation in the private sector job market; and

(C) Improving the capacity of the private sector leads to growth and job creation.

Activities include providing livelihood-related resources, assets and renovations to each targeted SDC; offering TVET and soft skills training, paid apprenticeship programs and job-matching services to vulnerable individuals; and providing businesses development services and value chain support to MSMEs.

This assignment is solely focused on Outcome Pathway B of the Project: Improving the technical and soft skills of vulnerable individuals to ensure increased economic opportunity and reduce negative coping mechanisms and tensions, with specific focus on activity 2.1: Provide relevant market-based TVET and soft skills trainings to vulnerable individuals.

In the framework of Outcome Pathway B, Activity 2.1, CESVI will be delivering training in Green Construction, Mechanical, Electric and Plumbing, Decorative Finishing and IT skills over the duration of the project.

 

 

Job Summary

Cesvi as part of ARC consortium intends to recruit a civil/mechanical engineer with strong social and technical understanding of construction/infrastructure rehabilitation sector in the role of Field Coordinator to support livelihoods program in the district of Saida and Akkar. The engineer in the position of Field Coordinator will be based in Beirut with frequent travels to the field in the areas of implementation.

The purpose of the role is to provide technical oversight for the on-going construction skills training programs and apprenticeship program. The Field Coordinator will support in providing oversight to procurement, design, implementation and day to day management of the projects including training equipment provision to Cesvi’s partners, capacity building of training staff, identifying skill gaps in markets, preparing database and looking for job opportunities for the trained beneficiaries in Construction sector; both private and public.  S/he will also liaise and inform the Livelihood Manager about real life labor and protection challenges and will ensure the integration of minimum standards of health safety in the projects. The Field Coordinator will work with local authorities i.e. municipalities and TVET centers in building technical and managerial capacity to effectively run construction training activities and job referral system after the completion of project.

 

 

In order to facilitate the success of this project, CESVI will expect the following tasks and attributes from the Field Coordinator:

  • Assessment, procurement and purchase of construction materials needed for the provided courses;
  • Technical monitoring and following up on the TVET courses related to construction;
  • Providing relevant and constructive feedback about trainees and assessing the TVET service providers;
  • Assessing the safety, validity of tasks, and effectiveness of construction apprenticeships on site and helping in the design of other apprenticeship components
  • Coordinating with beneficiaries, relevant stakeholders and CESVI’s team to ensure efficiency and smoothness

 

Roles and responsibilities

 

Project Planning, Design, and Management

  1. Provide technical and management oversight and supervision of construction projects implemented:
    1. Oversee preparation of technical documents such as BOQs, material and equipment purchases and delivery as necessary
    2. Ensure that construction trainings are in line with legal guidelines, environmental directives and health and safety requirements and ensure that labour trained has adequate knowledge of their rights
    3. Ensure that all resources are in place to implement the project in accordance with the work plans and agreed timelines, including but not limited to: training equipment, training of trainers according to Cesvi’s manuals, private sector engagement, training of beneficiaries
  2. Develop work plans and compare progress with agreed plans:
    1. In collaboration with the programme manager and other team members, develop a work plan for the implementation of the project;
    2. to monitor training activities and to make necessary adjustments to work plans if necessary in a timely manner
    3. Develop and implement action plans, review achievements and constraints and provide feedback accordingly;
  3. Liaise with all relevant stakeholders, beneficiaries, and donors:
    1. Act as a liaison officer with local authorities and communities of the project;
    2. Coordination with all stakeholders, especially private sector construction companies to explore opportunities of employment of trained beneficiaries;
    3. Assistance in preparation of MoU with communities / agreements with beneficiaries;

 

Personal Specifications

  • Minimum Bachelor's Degree in Civil/Mechanical Engineering or technical education in Construction, similar from an accredited University, Master’s degree is desirable;
  • Minimum 2 year of working experience in Livelihoods or emergency development program;
  • Minimum 2 years of professional work experience with an NGO or UN agency, preferably in projects involving works, shelter, community infrastructure;
  • Strong experience in developing trainings and designing training contents;
  • Excellent written and oral communication skills in English and Arabic;
  • Excellent knowledge of Microsoft office, AUTOCAD and outlook. Knowledge of the Health and Safety regulations in the Workplace;
  • The applicant should be able to communicate effectively, both orally and in writing and to establish positive relationships with people at all levels; to show sensitivity and integrity;
  • Applicant must have a driving license and be comfortable commuting to different worksites and training locations;
  • Be honest, trustworthy, and respectful;
  • Possess cultural awareness and sensitivity to needs of vulnerable populations;
  • Demonstrate ability to work independently under tight deadlines;
  • Take initiative and be open to continuous learning and constructive criticism;

  • Organizational Skills: develop and respect work plans, to manage time effectively, to meet deadlines and plan class schedule;
  • Active Listening Skills: listen carefully and make informed decisions, without giving false expectations;
  • Social consciousness: be socially aware of the socio-economic situation of their area and how it can affect their work;

  • Flexibility and adaptability: the applicant must be willing to adapt to sudden changes within the curriculum, environment, needs of different stakeholders, etc… and approach issues with creative problem-solving
