Monotoring & Evaluation (MEAL) Officer (service contract)

Welthungerhilfe is a private, non-profit-making, politically independent and non-denominational organization that supports people living in deprivation and poverty, irrespective of the colour of their skin, their religious beliefs or their worldview. WHH is working in the fields of development cooperation and humanitarian aid, relief aid, rehabilitation and reconstruction.

Welthungerhilfe has been engaged in the Syria response in the region from its office in Turkey since 2013. Welthungerhilfe has been supporting humanitarian and development projects in Lebanon since 2016, in partnership with NGOs. Currently Welthungerhilfe is starting a new project and is in the process of establishing an own representation in Lebanon.

The MEAL Officer reports to the Head of Project and assists him in the correct supervision and implementation of an agriculture/livelihood project in Baalbek-Hermel. The contract will be for one year with good chances of an extension. Starting date: December 2019. Service fees are paid on a monthly basis and are equivalent to SG 6 of WHH.

Description of duties:

As part of the coordination team the MEAL Officer will have the following responsibilities and duties:

• Developing quality project monitoring and evaluation systems, frameworks, methodologies, tools, analysis and reporting, in line with donor requirements and internal MEAL standards,
• Supporting the regional MEAL department in developing streamlined data collection systems and processes for project data and activity / output tracking,
• Traveling to the project areas and cooperate with local partners:
• Assisting in evaluations and base-line-studies
• Producing BLS report with data provided by partners and by own research
• Assisting in value chain analysis
• Assisting in producing value chain analysis report
• Providing statistical data for needs assessments, PR-publications
• Conducting field monitoring and process documentation through data collection, gathering information from communities regarding the project.
• Cooperating with MEAL teams of partner organization
• Monitoring project progress
• Assisting in visualizing project progress
• Following up indicators
• Conducting data analysis, reporting and highlighting weak areas during project implementation.
• Conducting monitoring activities such as Focus Group Discussions and Key Informant Interviews as needed
• Supporting the feedback and complaints mechanism of the project, in terms of keeping track of incoming feedback and ensuring that feedback is followed up adequately
• Providing feedback to communities and the partner with regards to WHH principles and guidelines.
• Tracking the monthly data for progress and changes, revising different M&E reports prepared by MEAL team and standardizing and improving M&E reporting system,
• Supporting MEAL Manager in preparing needs assessment, baseline and end line study, feasibility study, midterm and final evaluation, and thematic evaluation of the programme,
• Providing M&E technical supervision to MEAL Officers in the fields to ensure quality data collection and MEAL reports,
• Covering exceptional MEAL needs from different field locations.

• Liaise with relevant international and national stakeholders

Qualification Required:

• Education: Bachelor’s Degree or similar preferred
• Working experience: At least 1 year of working experience, preferably in a non-profit organization, or otherwise in a humanitarian setting
• Skills:
• Able to use a tablet and to enter data electronically
• Experience in conducting interviews/assessments
• Knowledge of common computer programs, particularly MS Excel and MS Word
• Personality requirements: Ability to integrate in a multicultural team, confident and self-assured personality, good communication skills, must be able and willing to interact with refugee and local communities in a friendly and open manner, good attention to detail, willing and able to work outside the office for a large part of the working time, pro-active and open for change
• Language Skills: Fluency in Arabic essential, and fluent in at least one of the following languages: English, German
