PROGRAM/DEPARTMENT SUMMARY:

 

As a result of the Middle Eastern civil war there is a major humanitarian crisis.  Mercy Corps, along with national and international partners, is working to address urgent humanitarian needs wherever they arise.  This response, the largest in Mercy Corps’ global portfolio, is currently comprised of refugee/host response operations in Jordan, Lebanon, Iraq.

 

The Mercy Corps Sub-award and Compliance Department supports financial and compliance aspects of subgranting.  In its role as a support to the Regional Program Department, the Sub-award and Compliance Department is responsible for ensuring subrecipients are compliant with donor regulations as well as Mercy Corps’ internal policies and procedures.  It supports the Program team to ensure that financial resources are used efficiently and effectively.  The Department is involved in pre-award and due diligence processes, contracting, financial report support, reviews, and approvals,  payments, capacity development, compliance reviews and audits, close-out.   The Department is also a main actor in ensuring Sub-award strategy is embedded in programming, by providing on-the-job and ad-hoc support to Partners on all finance and compliance related issues in order to ensure compliance and also importantly to build the financial and compliance capacity of partners.

                               

[Describe overview of job missioGENERAL POSITION SUMMARY:

The Sub-award & Compliance Coordinator will assist the Sub-award & Compliance Director to oversee, ensure and facilitate the compliance with Mercy Corps policies and procedures, donor regulations and requirements for partners The successful candidate will work with team members and implementing partner(s) to ensure smooth, efficient and effective sub-granting process that adhere to Mercy Corps’ policy and donor regulations.  The Sub-award & Compliance Coordinator will support the efforts of capacity development of local organizations to meet finance and compliance requirements and develop professional processes and/or systems. 

 

ESSENTIAL JOB FUNCTIONS:

 

Subgrant Management

 

  1. Assist the Sub-award & Compliance Director to ensure that partnership compliance processes and guidelines are followed.
  2. Make sure that the review of financial due diligence documents are efficient and effective and adhere to Mercy Corps’ policy and donor regulations.
  3. Oversee the subgrants and modification process and make sure it is in accordance with relevant donor requirements and Mercy Corps policies.
  4. Make sure that our partner follows all special award condition in subgrants.
  5. Follow the Monitoring and Verification of Partner Projects process and make sure that the different department applies it.
  6. Lead the development and maintenance of the compliance toolbox for subgrants.
  7. Lead with all aspects of audit preparation for Mercy Corps and partners audits and act as main focal point for compliance for subgrants.
  8. Make sure that the Sub-award Financial management manual apply to all subgrants.
  9. Review the exceptions document on quarterly basis; to suggest addition exceptions as appropriate.
  10. Follow up on the internal audit action points and make sure that correction plan/actions are in place.
  11. Conduct a monthly review or spot check on all the department internal controls & tools and communicate gaps or area for improvement to the Sub-award & Compliance Director & Director of programs.

 

Compliance

 

  1. Communicate on a timely fashion with HQ compliance on all compliance issues or concern for the department.
  2. Act as the main focal point between HQ compliance and field for all Subgrants related. Also, make sure that field is getting the recent updates (Forms, processes…) by conducting periodic call with HQ.
  3. Review the compliance task force (budget review, due diligence review, drafting contracts…) and suggest changes and/or improvement plan to the Sub-award & Compliance Director if needed.
  4. Support the Sub-award & Compliance Director on the proposals by making sure all costs in partner budget are in line with donor’s rules and regulation.
  5. Support the Sub-award & Compliance Director to identify solutions to issues that are compliant, yet facilitate the achievement of organizational development objectives and partnership strategy;
  6. Support the Sub-Award finance team with Partner Procurement Monitoring Forms and make sure they are applied.
  7. Develop and maintain a partnership compliance tracker / issues log.

 

Team Support & Capacity Development

 

  1. Support with guidance and training for partners and MC team.
  2. Provide tailored capacity development support to partners in relation to compliance matters in conjunction with other team focal points.
  3. Conduct compliance induction for new staff or visitors.
  4. Lead the compliance unit and make sure that all tasks are achieve and the team is serving to reach the programs goals and objectives.

 

General

 

  1. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission

ACCOUNTABILITY

REPORTS DIRECTLY TO:  Director of Sub-award & Compliance

WORKS DIRECTLY WITH: Sub-award Finance Coordinator, Senior Sub-award Finance Officers, Sub-award Finance Officers, other Finance staff, Program team, HQ Compliance team, All Mercy Corps departments and staff as well as staff from partner(s) organizations.

 

KNOWLEDGE AND EXPERIENCE:

  • University Degree or Higher, ideally in field relating to law, business, finance (or other related subjects).
  • Four or more years of experience working in Non-Governmental Organization, ideally focused on humanitarian relief.
  • Experience in working with sub-grants, due diligence, internal controls, small grants, and/or contracts is required.
  • Good understanding of structure and processes in NGOs. 
  • Very good understanding of USAID and/or DFID and/or SIDA regulations required.
  • Working understanding of procurement, administration and finance systems.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members. 
  • Effective verbal and written communication and good organizational skills.
  • Commitment to local capacity building and experience of engaging and working with local stakeholders in project design and implementation.
  • Demonstrated familiarity with the MS Office software (i.e., Word, Excel, and PowerPoint).
  • Commitment to high level of confidentiality with sensitive information.
  • Arabic and English language written and spoken is essential; Excellent written English is desired.

The successful candidate will have proven experience of compliance-related matters and of working and communicating effectively with team members and others of varied work styles.  S/he will have demonstrated attention to detail, ability to follow procedures, and meet deadlines and a proven ability to learn quickly, take initiative, and be accountable for results.  The successful candidate will be able to work independently or collaboratively as part of a team and with partners.
