HR Coordinator  (Lebanese nationals only)

Location:

Plan International country office in Lebanon, based in Beirut with travel inside Lebanon and outside the country as required for trainings, etc.

Purpose:

 

Plan International Lebanon is seeking an HR Coordinator with proven experience in the INGO sector, who can provide the required HR support to Plan’s national team enabling them to trigger positive changes in the lives of children and communities, while ensuring that Plan international’s human resources policies are understood, applied and adhered to by the team members. Through working in tandem with the Plan Lebanon’s Programme team, the HR Coordinator retains final accountability for timely and quality delivery of the requested services contributing to the recognition of Plan Lebanon as a fair, accountable and transparent organization.  

 

Background: Now entering its ninth year, the conflict in Syria continues to have a drastic impact on Lebanese children and refugees living in host communities. Children continue to experience different forms of violence, abuse and exploitation in their communities. Increasing levels of poverty and lack of access to quality education among families have put an alarming number of girls and boys at risk of child labour and child marriage. Adolescents and youth have limited educational and economic opportunities and experience a sense of hopelessness and lack a future perspective. To address these risks and prevent the long-term harmful consequences on an entire generation of children, Plan International Lebanon implements multi-sectoral Child Protection, Gender-Based Violence (GBV), Sexual and Reproductive Health and Rights (SRHR), Education, and Economic Empowerment programming aimed to empower vulnerable adolescents and young people, in particular girls and young women.

We place a specific focus on girls and young women, who are most often left behind. Plan International Lebanon has a range of programmes throughout the country (Beirut, Mount-Lebanon, South, North and Bekaa). All programmes are implemented in partnership with national and local partners.

The Position:

The HR Coordinator is based in Beirut; She/He will support the Plan Lebanon Team and be responsible of:

Recruitment, Selection and Induction:

  • Supervise the recruitment processes to ensure that Plan Lebanon has a functional work force according to Plan’s recruitment policies and procedures, including monitoring recruitment requests, inputting into TORs, advertising for positions, shortlisting candidates, participating in interviews on behalf of HR and ensuring relevant reference checks.
  • Organize orientation/induction schedule and activities for new staff.
  • Conduct office tour and introductions.
  • Ensure all new staff complete relevant Child Safeguarding, Gender Equality and Inclusion, Safety & Security and Anti-Fraud inductions and trainings.
  • Ensure new staff are provided with a Plan ID card, email and relevant documents upon starting their positions, including signing of a Job Description, contract and relevant Plan policies.

 

Leave management:

  • Ensure timely approvals of applied leave
  • Advise/ train supervisors on healthy leave management practices in line with HR Policy Manual
  • Conduct monthly reviews of leave schedules/reports for completeness & adherence to plans and send quarterly reports to supervisors.
  • Work with GH on national leave days to be taken

 

Performance Management:

  • Periodically conduct trainings on setting smart objectives, managing teams and conducting appraisals
  • Conduct regular tracking and reporting of staff performance in coordination with various staff members.
  • Support line managers in developing the capacity of their teams through relevant resources and capacity development opportunities.

 

HR Administration:

  • Liaise with team members to ensure country organisational charts are updated on regular basis.
  • Ensure that staff files are appropriately maintained in line with Plan rules and regulations.
  • Coordinate and process the monthly timesheets for all staff and produce a monthly consolidated report to be used for cost recovery.
  • Work with relevant departments to revise salary scale and participate in national salary surveys as required by the Country Director. 

 

HRIS:

  • Enter data into the HR systems and personal files and keep them up-to-date in order to facilitate HR processes management.
  • Maintain an effective electronic human resources information system ensuring completeness and accuracy of records at all times in line with organizational standards and fitting practices.
  • Administrate the HR information systems (HRIS, HITS) to ensure that it is maintained updated and functional.
  • Provide support in identifying and mitigating human resources risks including HR initiatives.
  • Prepare quality HR quarterly and year end reports within stipulated timeframes for review by the Country Director.
  • Ensure that exit processes for staff departing is conducted in line with national policies and Plan procedures. 
     

Health management

  • Ensure timely addition and removal of staff to and from the scheme
  • Ensure timely monthly replenishments of the outpatient fund
  • Organize quarterly meetings with the brokers
  • Organize relevant away days e.g.  annual wellness day for staff
  • Follow up on medical claims
  • Facilitate medical cards
  • Submit to Finance a monthly medical deductions statement
  • Liaise with service provider on staff health insurance to ensure high level of service and effectiveness of the relationship.

 

Policies and Procedures:

  • Develop/Update National Employee Handbook in line with the Lebanese Labor Law in Lebanon and ensure timely communication with staff.
  • Provide support in developing and implementing country HR policies. Clarify HR policies and related queries to staff.
  • Promote and abide by Plan policies and procedures including but not limited to safeguarding children and young people policy, code of conduct and mandatory reporting responsibilities.
  • Ensure that Plan policies and local labor laws are adhered to.
  • Support any investigation into a Child/Young Person’s Safeguarding, PSEA or other incident.

 

Other:

  • Represent Plan Lebanon in the local HR Forum meeting.
  • Demonstrate the ability to solve problems objectively and equitably, think strategically while introducing innovations as needed to meet the demands of a dynamic and sometimes unpredictable internal and external employment environment
  • Commitment to Plan’s position on promoting girls’ rights and gender equality in line with the Global Strategy and the Gender Equality and Inclusion policy; and integrating this into all aspects of work
  • Perform any other tasks that may be required by the line manager.

Requirements:

  • Human Resources Management diploma/degree and/or a BA degree
  • A minimum of 3-5 years managerial experience at a similar level preferably i.e. Coordinator level within an INGO environment is desirable.
  • Excellent English and Arabic language writing and speaking skills  
  • Excellent communication, analytical and problem-solving skills
  • Strong negotiation, organizational, facilitating and influencing skills
  • High degree of integrity
  • Strong planning and organizational skills
  • Proficiency in MS office tools
  • Having the ability to distinguish and describe key gender equality and inclusion concepts (including equity, discrimination, exclusion, gender, social norms, root causes and transformation).
  • Ability to work collaboratively with others
  • Flexible, self-starter, with ability to work without supervision and willing to grow within the position
  • Adherence to Plan International’s Child Safeguarding Policy, Code of Conduct/Prevention of Sexual Abuse & Exploitation (PSEA), and other relevant humanitarian standards and policies.
