Consultancy for the development of the friendly version of the UNCRC Committee concluding observations to Lebanon

BACKGROUND AND RATIONALE:

Save the Children Lebanon (SCL) in cooperation with Save the Children Norway (SCN), funded by NORAD, is implementing a 5-year project within Palestinian camps with a focus on Education, Child Protection and Child Rights Governance (CRG). The main objective of the CRG intervention is that duty bearers are more accountable towards ensuring refugee children’s rights to quality, inclusive education and safer learning environment by 2023.

One of the CRG activities under this project is the monitoring of the implementation of the Concluding observations of the UNCRC Committee to the Lebanese government, issued in 2017. SC believes that children and caregivers should be involved in all the monitoring and advocacy processes in this regard. Therefore, a friendly version of these concluding observations is needed.

This version in Arabic and English will be a reference for children and caregivers advocacy throughout the project and will be used by children and caregivers under other SC projects, it will be available online to be used by non SC projects as well.

SCL plans to engage with a consultant that has the experience in developing friendly versions of documents related to the humanitarian and rights field. In addition, consultants who have a background and history related to human/child rights and are engaged in national public discussions around rights issues will be an added value for this consultancy.

JOB SUMMARY:

The consultant is expected to produce the following deliverables:

- Develop an Arabic version of the UNCRC concluding observations that is friendly for the age groups 8 to 12, 13 to 18 years old and 18+ for caregivers with low loteracy level (average 30 to 50 years old).

- Include illustrations in the friendly versions that are non-discriminatory and gender sensitive.

- Translate theses friendly versions to English.

- Training of facilitators to build the capacity of CSO partners’ staff on how to use these material with children and caregivers.

 

The position reports to Save the Children CRG Technical Advisor.

 

Duration: 25 November - 31 December 2019

 

Working days - 37 days divided as following (estimated, to be discussed with consultant):

- 27 days for the development of the concluding observations friendly versions.

- 5 days for the training preparation.

- 5 days to conduct the TOT for CSO partners.

 

Professional Standards: Child Safeguarding, Code of Conduct; Child protection Minimum Standards.

 

QUALIFICATIONS AND EXPERIENCE:

- A university degree from an accredited educational institution in Education, Child Protection, Social Sciences or related fields.

- Experience in developing education or CP materials for a range of audiences.

- Experience in designing and delivering training and capacity building initiatives for CSOs staff.

- Demonstrated understanding of child and human rights and knowledge of rights based approaches.

- Strong ability to organize work, meet deadlines, coordinate multiple tasks and maintain attention to detail.

- Able to work in cross-cultural settings.

- Fluency in written and spoken Arabic and English.
