Job Profile
A. Required qualifications, competences and experience
Formal Education
University Degree (preferred in Business Administration or similar)
Professional Experience
Solid knowledge and understanding of procurement processes, policy, and systems
Ability to negotiate, establish, and administer contracts
At least 3 years of experience in administrative work, preferably procurement
Experience in the construction field is an added value
Other knowledge, additional competences
Arabic native speaker, very good knowledge of English language; German is a plus.
Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel)
Ability to analyse problems and strategize for better solutions
Ability to negotiate, establish, and administer contracts
Excellent verbal and written communication skills
Ability to multitask, prioritize, and manage time efficiently
Accurate and precise attention to detail
Ability to work well with management and staff at all levels
Goal-oriented, organized team player
B. Responsibilities: The position holder is responsible for:
Procurement of goods and services according to GIZ rules and procedures.
Filing of contracts and procurement documents
Following up on procurement issues related to programs requests
In this context, the position holder fulfils the following tasks:
C. Tasks
1. Procurement Responsibilities
Procures respectively, supports the procurement of goods and services including consultancy and construction contracts
Writing/support in writing TOR and/or specifications for the procurement of goods and services
Keeping track of all ongoing contracts and procurements
follows up on all types of contracts and cooperation agreements
Ensures proper filing for procurement of goods and services
Creates and maintain professional relationship with service providers/consultants
Ensures that the products are high quality and that the services are received in full
Reviews and analyses all vendors/contracts supplies/offers and price options
Supports contracting partners and others with training on procurement processes
Prepares tender documents and follow legal procedures
Keeping track of the performance of suppliers and contractors
Coordination with counterparts and project partners with regarding to procurements processes, handing-over procedure, etc.
1. Purchasing, procurement of goods/material up to 2500€ for at least 3 projects
procures locally materials and equipment up to 2500€ and issues purchase orders in accordance with GIZ regulations
Is responsible of preparing the documents for local procurement that will be carried out by the GIZ Office above Euro 2.500
Writing/support in writing specifications for the procurement of goods
Reviews and analyses all vendors/offers and price options
Keeping track of the performance of suppliers
Coordination with counterparts and project partners with regarding to procurements processes, handing-over procedure, etc.
accepts goods and ensures that the receipt is documented and goods received checked appropriately
arranges for the safe transfer of goods to their destination
notifies the project manager of delivery location and time
documents and files properly completed orders
prepares procurement files for internal and external audits according to GIZ rules and regulation
2. Preparation of local contracts with individuals and consulting firms up to 2500€ for at least 3 projects
prepares local contracts up to Euro 2.500 in accordance with GIZ regulations
Is responsible of preparing the documents for local consultancy contracts that will be carried out by the GIZ Office above Euro 2.500
Writing/support in writing TOR for the procurement of services
Reviews and analyses all contracts and offers.
Keeping track of the performance of all contractors
Coordination with counterparts and project partners with regarding to procurements processes, handing-over procedure, etc.
informs the project manager on time about the status of contract preparation and related matters, particularly in the event of starting delays
documents and files properly completed contracts
keeps contract lists always updated.
2. Other duties/additional tasks
Assists in and/or carry out other administrative tasks at the request of management
Regularly checks the changes in GIZ Orientation and Regulations Tool (P+R) in relation to field of work
Immediately reports all problems involving to superior, suggests approaches for problem solving.
Description of the project:
Under the German-Lebanese Cooperation, GIZ is implementing, jointly with the Lebanese Ministry of Education and Higher Education (MEHE) the Sustainable Facility Management at Public Schools in Lebanon (SUFA) project, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) as part of the education portfolio of GIZ Lebanon.
The project is divided into two parts. The first part focuses on the improvement of maintenance of public schools through introducing Sustainable Facility Management measures at the strategic and operational levels. The second part is about the learning environment at schools with a main focus on the concept of Green Schools which includes both the installation of environmental hardware measures and the implementation of awareness and educational activities at the school level.
